Amends the Property Tax Code. Makes a technical change in a Section concerning the short title of the Code.

Amends the Code of Civil Procedure. Provides that when a person dies before an action is filed against him or her, a court may appoint a special representative for that decedent, against whom an action may be brought without opening an estate. Deletes a provision requiring notice to heirs or legatees as the court directs, and provides instead that the plaintiff must notify all known heirs or legatees of the decedent by U.S. mail. Provides that any interested person may be substituted as the special representative for good cause shown. Provides that proceeding under this provision shall not bar the estate from filing counterclaims. Deletes a provision limiting recovery to proceeds of any liability insurance available to the estate. Provides that these changes apply to actions commenced or pending on or after the effective date of this amendatory Act. Effective immediately.
Amends the Property Tax Code concerning tax objection procedures and hearings. Provides that, in property tax rate objection cases, refunds may be granted only to the extent that the property taxes objected to where above the limit allowed by law or were used for expenditures that were both illegal and without a valid public purpose. Provides that refunds made after the funds in the Protest Fund are exhausted shall be made by the collector from the next funds collected beginning in the second budget year after entry of the final order until full payment of the refund and interest thereon has been made (now, the refunds must be made from the next funds collected after the entry of the final order). Provides that, for the purposes of tax objections based on budget or appropriation ordinances, "municipality" means all municipal corporations in, and political subdivisions of, this State (now, excepts out from this definition a number of units of local government) and eliminates a basis on which a taxpayer may file an objection under these provisions. Makes other changes. Effective immediately.
Amends the Public Utilities Act. Makes a technical change in a Section concerning audits of public utilities.
Amends the Counties Code. Makes a technical change to a Section concerning fees of county clerks.
Amends the Public Community College Act. Makes a technical change in a Section concerning articulation procedures.
