PROP TX-ELECTRONIC RECORDS

Amends the Property Tax Code. Authorizes a board of review in a county with 3 million or more inhabitants to send electronic notices of assessment changes. Provides for the electronic filing of assessment complaints in counties with a population of 3 million or more inhabitants. Shortens the period during which a board of review in a county with 3 million or more inhabitants must retain hearing records. Defines "electronic", "electronic record", and "electronic signature".

ENERGY EFFICIENT BUILDINGS

Amends the Energy Efficient Building Act. Provides that the Capital Development Board shall adopt, every 3 years (now, no time requirement), the latest published edition of the International Energy Conservation Code as minimum requirements for commercial buildings. Provides that the Board shall adopt, at least every 6 years (now, no time requirement), the Code as the minimum and maximum requirements for residential buildings. Provides that, beginning January 1, 2012, the Board shall review and consider adopting the latest published edition of the Code within one year of its publication and may adopt the latest edition upon review (now, the Board shall adopt the Code within 9 months after its publication). Provides that the Code shall take effect 6 months (now, 3 months) after it is adopted by the Board. Provides that the Department of Commerce and Economic Opportunity shall make training available to builders and others to explain the requirements of the Code. Provides that the Department shall make funds available for the training. Effective immediately.

VEH CD-IN-LINE SPEED SKATES

Amends the Illinois Vehicle Code. Defines "in-line speed skates". Provides that traffic laws apply to persons using in-line speed skates and that persons using in-line speed skates shall be granted all of the rights and subjected to all of the duties applicable to drivers of vehicles under the Code, with certain exceptions. Provides that in-line speed skaters may not attach themselves to any vehicle upon a roadway. Contains provisions concerning the position of in-line skaters on highways, left-turn protocol, turn and stop signals, and racing.

SWIM FACIL-DESIGNER-CONTRACTOR

Amends the Swimming Facility Act. Makes changes to certain definitions. Makes changes to provisions concerning licenses to operate, permits for construction or major alteration, license renewal, and payment of fees. Sets forth provisions concerning plan certification and plan resubmittal. Establishes various fee structures for licensure and inspection. Makes changes in provisions concerning rules, violations at facilities, records, and fees for copies of records held by the Department of Public Health. Includes the Attorney General in the list of entities that shall enforce a closing order. Provides that violations of the Act shall be punishable by a fine of $1,000 for each day the violation exists in addition to civil penalties or up to 6 months imprisonment or both a fine and imprisonment. Provides that the Department of Public Health may impose administrative civil penalties for violations of the Act by any person and that the State's Attorney of the county in which the violation occurred or the Attorney General shall bring an action for collection. Makes changes in provisions concerning the applicability of the Act. Makes changes in provisions concerning the adoption of ordinances. Sets forth provisions concerning the suspension and modification of prequalifications and licenses. Provides that any person seeking to perform construction, installation, modification, or repair of a swimming facility must be licensed by the Department of Public Health. Makes other changes. Effective January 1, 2013.

DHFS-GROUND AMBULANCE SRVICE

Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that beginning 90 days after the effective date of this amendatory Act, (i) no denial of a request for approval for payment of non-emergency transportation by means of ground ambulance service, and (ii) no approval of non-emergency transportation by means of ground ambulance service at a level of service that entitles the ground ambulance service provider to a lower level of compensation from the Department of Healthcare and Family Services than would have been received at the level of service requested by the ground ambulance service provider, may be issued by the Department or its agent except pursuant to criteria established by administrative rules adopted pursuant to the Illinois Administrative Procedure Act. Effective immediately.

PUBLIC UTILTIES-NET METERING

Amends the Public Utilities Act. In provisions concerning net metering, makes changes concerning devices used to measure the flow of electricity; the methods for measuring and charging or crediting for the net electricity supplied; and the rates charged to net metering customers. Effective immediately.

SCH CD-ELIMINATE GA SCHOLRSHP

Amends the School Code. Provides that after June 1, 2012 persons may not be nominated for General Assembly scholarships and that General Assembly scholarships may not be awarded after that date unless the nomination is made prior to that date. Prevents both second nominations for any lapsed General Assembly scholarship and nominating persons to the unused or unexpired parts of any vacated General Assembly scholarship after June 1, 2012. Effective immediately.

ELEC CD-CAMPAIGN CONTRIBUTIONS

Amends the Election Code. Provides that contributions to a political action committee made through dues, levies, or similar assessments paid by any natural person, corporation, labor organization, or association in a calendar year may not exceed $500 (now, may not exceed the limits set forth in the Section). Effective immediately.
