Creates the Transportation Sustainability Procurement Program Act. Requires the Bureau of Strategic Sourcing and Procurement in the Department of Central Management Services, in consultation with the Illinois Environmental Protection Agency, to develop a sustainability program for the State's procurement of freight, small package delivery, and other forms of cargo shipping and transportation services. Provides that State contracts for the procurement of those services shall require providers to report greenhouse gas emissions and energy consumption. Sets forth disclosure requirements that apply to the State's solicitations for those services. Requires the State to consider the bidder's environmental disclosures and the price and quality of the services to be provided. Amends the Illinois Procurement Code. Provides that, when procuring freight, small package delivery, and other forms of cargo shipping and transportation services, appropriate weight shall be given to the requirements of the Transportation Sustainability Procurement Program Act. Effective immediately.

Amends the Property Tax Code. Provides that notices of application for judgment and sale may be sent by first class mail (instead of registered or certified mail). Provides that the mailing must be supported by the certificate or affidavit of the employee of the county collector who mailed the document, stating the time and place of mailing or delivery, the complete address which appeared on the envelope or package, and the fact that the proper postage was prepaid. Effective January 1, 2014.
Amends the Temporary Assistance for Needy Families Article of the Illinois Public Aid Code. In a provision concerning eligibility for benefits under the Temporary Assistance for Needy Families program, provides that the Department of Human Services shall disregard the value of all assets held by the family. Effective immediately.
Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that, in each fiscal year (instead of Fiscal Year 2013 only), the Department of Commerce and Economic Opportunity shall require that any convention and tourism bureau receiving a grant under this Section that requires matching funds shall provide matching funds equal to no less than 50% of the grant amount. Effective immediately.
Amends the Regulatory Sunset Act. Extends the repeal of the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004 from January 1, 2014 to January 1, 2024. Amends the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004. Makes changes to provisions concerning definitions, legislative intent, issuance of license, unlawful acts, exemptions, qualifications for licensure under the Act, training for private security contractors and employees, uniforms, consumer protection, inspection of facilities, renewal of licenses, employee requirements, employment requirements, requirement for a firearm control card and training, armed proprietary security forces, injunctive relief, discipline, submission to physical or mental examination, complaints, investigations, and hearings, suspension of licenses, restoration of licenses, unlicensed practice, the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Board, powers and duties of the Department of Financial and Professional Regulation, and confidentiality. Effective immediately.

Amends the State Treasurer Act. Provides that if the Treasurer determines that any moneys in the Treasurer's Rental Fee Fund are in excess of the amount necessary to sustain the operation of the program established under the Section concerning banking and automatic teller machine services, the Treasurer may transfer any unobligated and unexpended moneys from the Treasurer's Rental Fee Fund into the State Pensions Fund. Amends the Uniform Disposition of Unclaimed Property Act. Provides that if on either April 15 or October 15, the State Treasurer determines that a balance of $2,500,000 is insufficient for the prompt payment of unclaimed property claims authorized under the Act, the Treasurer may retain more than $2,500,000 in the Unclaimed Property Trust Fund in order to ensure the prompt payment of claims. Provides that beginning in State fiscal year 2014, all amounts (instead of all amounts in excess of $2,500,000) that are deposited into the State Pensions Fund from the Unclaimed Property Trust Fund shall be apportioned to the designated retirement systems as provided in the State Finance Act to reduce their actuarial reserve deficiencies. Effective immediately.
