DPH-COMMUNITY HEALTH WORKERS

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that the scope of practice for community health workers is a set of core competencies that include skills and areas of knowledge that are essential to bringing about expanded health in diverse communities and to reduce health disparities. Sets forth core competencies for effective community health workers as members of health teams. Provides that within 90 days after the effective date of the amendatory Act, the Director of Public Health shall establish and appoint the Illinois Community Health Worker Advisory Board. Provides that the Board shall propose to the Department leadership the training and certification processes for community health workers and that the Board shall also advise the Department, the Governor, and the General Assembly on all matters that impact the effective work of community health workers. Sets forth provisions concerning Board membership. Provides that the Board shall develop a plan for the certification process of community health workers.

VEH-CD REGISTRATION

Amends the Illinois Vehicle Code. Defines "autocycle". Provides for the registration of autocycles as well as the issuance and display of license plates for autocycles. Provides that operation of an autocycle requires a Class D driver's license. Provides that when presented with an application for vehicle registration, if the Secretary of State is not satisfied as to the ownership of the vehicle the Secretary may register the vehicle but, rather than issue a certificate of title, issue a provisional title. Provides that provisional titles are non-transferable and are valid for 3 years. Provides that at the end of the 3-year provisional title period, the provisional title holder must apply for a transferable title in the owner's name. Provides that if ownership of the vehicle is challenged during this 3-year provisional title period, the provisional title holder shall apply for a bond equal to 1.5 times the value of the vehicle to indemnify any owner or security interest holder against the cost of recovering their interest in the vehicle, including legal fees, for the remainder of the provisional title period. Provides that a provisional title holder whose ownership of the vehicle has been challenged or the person challenging ownership may petition a circuit court of competent jurisdiction to determine the ownership of the vehicle. Provides that a provisional title shall not be available to individuals or entities that rebuild, repair, store, or tow vehicles or have a claim against the vehicle under the Labor and Storage Lien Act or the Labor and Storage Lien (Small Amount) Act. Effective January 1, 2015.

SCH CD-BULLYING POLICY

Amends the School Code in provisions concerning bullying prevention. Sets forth definitions for "policy on bullying" and "restorative measures". Makes changes concerning the creation, maintenance, and implementation of a policy on bullying. Deletes the requirement that each school district, charter school, and non-public, non-sectarian elementary or secondary school must communicate its policy on bullying to its students and their parent or guardian on an annual basis. Provides that on an annual basis, school districts, charter schools, and non-public, non-sectarian schools are required to collect, maintain, analyze, and submit to the State Board of Education data relating to the prevalence of bullying within the school district or non-public, non-sectarian elementary or secondary school, as well as the climate of the school district or non-public, non-sectarian elementary or secondary school. Moves the provision concerning the right to exercise free expression or the free exercise of religion or religiously based views protected under the United States and Illinois Constitutions. Effective immediately.

PRESCRIBING PSYCHOLOGIST CERT

Amends the Clinical Psychologist Licensing Act. Provides that the Clinical Psychologists Licensing and Disciplinary Board shall grant certification as prescribing psychologists to doctoral level psychologists licensed under the Act. Provides application requirements for certification as a prescribing psychologist. Provides that the Board shall establish a method for the renewal every 2 years of prescribing psychologist certificates. Provides procedures for safety and record keeping. Provides that when a psychologist is authorized to prescribe controlled substances, a prescribing psychologist shall file, in a timely manner, any individual Drug Enforcement Agency registrations and identification numbers with the Board. Requires certain communication between the Board and the State Board of Pharmacy. Provides requirements for licensure by endorsement. Defines related terms. Amends the Illinois Controlled Substances Act. Includes prescribing psychologist in the definition of "prescriber".

SCH CD-SPECIAL ED-PROVIDR-RATE

Amends the Children with Disabilities Article of the School Code. Requires the Illinois Purchased Care Review Board to approve the usual and customary rate or rates of a special education program that (i) is offered by an out-of-state, non-public provider of integrated autism specific educational and autism specific residential services, (ii) offers 2 or more levels of residential care, including at least one locked facility, and (iii) serves 12 or fewer Illinois students. Effective immediately.

HEALTH ED-CPR/AED TRAINING REQ

Amends the Critical Health Problems and Comprehensive Health Education Act. Provides that training on how to properly administer cardiopulmonary resuscitation and how to use an automated external defibrillator shall be included as a basis for health education curricula in all secondary schools in this State and shall be a prerequisite to receiving a high school diploma. Effective July 1, 2014.
