Proposes to amend the Revenue Article of the Illinois Constitution. Removes a provision that provides that a tax on income shall be measured at a non-graduated rate. Provides that, for any income tax imposed upon corporations, the rate shall not exceed the maximum rate imposed on individuals. Effective upon being declared adopted.

Amends the Non-Support Punishment Act. Makes a technical change in a Section concerning the Act's short title.
Amends the State Employee Indemnification Act. Adds individuals or organizations who contract with the Office of the State's Attorneys Appellate Prosecutor to provide professional services to the definition of "employee". Effective immediately.
Mourns the death of Graeme K. Carnegie of Oak Park.
Amends the Firearm Concealed Carry Act. Provides that a person shall not carry a concealed firearm onto private real property of any type without prior permission from the property owner. Provides that a real property owner shall indicate permission to carry concealed firearms onto the property by clearly and conspicuously posting a sign at the entrance of a building, premises, or real property under his or her control, except this posting is not required if the property is a private residence. Provides that the sign shall be at least 4 inches by 6 inches in size (rather than exactly that size). Effective immediately.
Amends the Hospital Licensing Act. Makes a technical change in a Section concerning medical staff privileges.
Amends the Illinois Power Agency Act. Makes a technical change in a Section concerning the short title.
Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that no referendum to increase a limiting rate may be submitted to the voters on or after January 1, 2014. Effective immediately.
Mourns the death of Winifred "Winx" Pozorski of Oak Park.
Amends the State Fire Marshal Act. Makes a technical change in a Section concerning the short title.
