Amends the Firearm Concealed Carry Act. Provides that a person shall not carry a concealed firearm onto private real property of any type without prior permission from the property owner. Provides that a real property owner shall indicate permission to carry concealed firearms onto the property by clearly and conspicuously posting a sign at the entrance of a building, premises, or real property under his or her control, except this posting is not required if the property is a private residence. Provides that the sign shall be at least 4 inches by 6 inches in size (rather than exactly that size). Effective immediately.

Amends the Public Utilities Act. Makes a technical change in the short title Section.
Amends the Criminal Code of 2012 and the Unified Code of Corrections. Eliminates mandatory sentences of natural life imprisonment for persons convicted of offenses committed before they attain 18 years of age. Provides that a person who was under 18 years of age at the time of an offense, may, after serving 15 years of his or her sentence of either life imprisonment or a term of 40 years or longer of imprisonment, submit a motion in the circuit court of the county in which he or she was originally sentenced for resentencing. Provides that the petitioner shall be eligible to file a second motion for resentencing not sooner than 10 years or longer than 20 years as determined by the court at the first resentencing hearing. Provides that the petitioner may file a motion seeking leave for resentencing upon reaching the age of 60. Establishes procedures and factors that the court shall use in considering the motion. Provides that on or after the effective date of the amendatory Act, when a person was under 18 years of age at the time of the commission of an offense, the court, at the sentencing hearing, shall consider specified factors in determining the appropriate sentence. Provides that no retroactive resentencing hearing shall be conducted until one year after the effective date of the amendatory Act. Provides that within one year of the effective date of the amendatory Act, the Illinois Juvenile Justice Commission shall present the General Assembly with evidence-based findings regarding the effects of sentencing minors as adults. Effective immediately.
Creates the Gun Dealer and Ammunition Seller Act. Provides that it is unlawful for any person to engage in the business of selling, leasing, or otherwise transferring firearms or ammunition without a dealer license issued by the Department of Financial and Professional Regulation. Provides that a dealer license expires 5 years after the date of issuance. Provides that a license may be renewed for additional 5-year periods if the licensee submits a timely application for renewal, accompanied by a nonrefundable renewal fee established by the Department. Establishes licensing requirements. Provides that the Department shall require each applicant for a dealer license or the renewal of a dealer license, as part of the application process, and each prospective employee of a licensee, as a condition of employment, to: (1) provide a copy of a currently valid Firearm Owner's Identification Card issued to that person; and (2) authorize an investigation to determine if any of the conditions for license denial exist. Establishes conditions for denial of a license. Provides that the licensee shall not allow any person to consume alcohol on the premises of the business. Provides that the Department of State Police may establish rules requiring employees and agents of licensees to undergo training regarding legal requirements and responsible business practices as applicable to the sale or transfer of firearms or ammunition. Amends the Firearm Owners Identification Card Act and the Firearm Concealed Carry Act to make conforming changes.
Appropriates funding for Autism Programs to the Department of Human Services for FY16 expenses. Effective immediately.
Amends the Motor Fuel Tax Law. Provides that a road district, municipality, or county may submit a copy of its approved road budget showing expenses exceeding the motor fuel tax funds received by the road district, municipality, or county to satisfy all documentation and reporting requirements relating to the motor fuel tax funds received. Prohibits the Department of Revenue from requiring more documentation or reporting requirements if a road district, municipality, or county provides the specified budget.
Makes appropriations to the Illinois Student Assistance Commission and the Court of Claims for scholarship grants to the children of police officers, firemen, or correctional officers killed in the line of duty.
Amends the Illinois Power Agency Act. Makes a technical change in a Section concerning the short title.
Amends the Evidence Article of the Code of Civil Procedure. Repeals the Part concerning the admission of medical studies into evidence.
Amends the Public Utilities Act. Makes a technical change in a Section concerning audits of public utilities.
