LOBBYIST REGISTRATION-REPORT

Amends the Lobbyist Registration Act. Provides that a person required to register under the Act must include in his or her report a description of any business or familial relationship, or both, that the registrant has with a State official. Defines "familial relationship".

PUB AID-TANF-DRUG SCREENING

Amends the Temporary Assistance for Needy Families Article of the Illinois Public Aid Code. Provides that the Department of Human Services shall require a drug test to screen each individual who applies for Temporary Assistance for Needy Families (TANF). Contains provisions concerning notice; persons required to comply with the drug testing requirements; persons exempt from the drug testing requirements; reimbursements for the cost of the drug testing; and other matters.

GA MEMBERS-TERM LIMITS

Proposes to amend the Legislature Article of the Illinois Constitution. Prohibits a person from holding the office of State Senator or State Representative, or a combination of those offices, for more than 10 consecutive years. Effective upon being declared adopted.

ETHICS-AG APPOINTMENT OPINION

Amends the Illinois Governmental Ethics Act. Provides that, upon request of an authority making an appointment to a board or commission created by State law or upon request of the Chairman or Minority Spokesperson of the Senate Executive Appointments Committee, the Attorney General shall issue an advisory opinion concerning whether the person being appointed meets the qualifications of the office to which the appointing authority intends to make its appointment.

ELEC CD-DECEASED VOTERS

Amends the Election Code and the Vital Records Act. Requires each local registrar to transmit an accurate copy of each record of live birth, death, and fetal death to the county clerk of his county on a weekly basis (instead of monthly). Provides that each county clerk shall cancel the registration of any registered voter who has died during the preceding week (instead of month). Provides that each county clerk shall, at least once a month, compare his or her list of registered voters with the master death file or index compiled by the United States Social Security Administration and immediately cancel any deceased voter's registration.

LOBBYIST-CONFLICT REGISTRATION

Amends the Lobbyist Registration Act. Requires lobbyists to file with the Secretary of State a written statement that describes the procedures that the lobbyist and lobbyist's client will follow if the lobbyist or client determines that the lobbyist's representation of the client creates a conflict of interest. Prohibits a lobbyist from representing a client if the representation involves a conflict of interest, unless otherwise provided in the agreement between the lobbyist and the party he or she represents.
