Proposes to amend the Executive Article of the Illinois Constitution. Eliminates the office of Lieutenant Governor, beginning with the term of office otherwise commencing in 2019. Effective upon being declared adopted.
Proposes to amend the Legislature Article of the Illinois Constitution. Prohibits a person from holding the office of Senator or Representative, or a combination of those offices, for more than 10 years. Effective upon being declared adopted.
Amends the Property Tax Code. Provides that a municipality with a population of more than 100,000 but less than 1,000,000 may enter into an intergovernmental agreement with the county in which the municipality is situated to provide that the county collector shall include with the property tax bill for each parcel of property within the municipality an invoice for municipal service charges for the disposal of garbage, refuse, or ashes. Provides that municipality shall furnish the invoices to the county collector not less than 15 days before the tax bill is mailed to the property owner and may reimburse the county collector for any necessary expenses associated with mailing the invoices as provided in the agreement.
Amends the Election Code and the Vital Records Act. Requires each local registrar to transmit an accurate copy of each record of live birth, death, and fetal death to the county clerk of his county on a weekly basis (instead of monthly). Provides that each county clerk shall cancel the registration of any registered voter who has died during the preceding week (instead of month). Provides that each county clerk shall, at least once a month, compare his or her list of registered voters with the master death file or index compiled by the United States Social Security Administration, and shall immediately cancel any deceased voter's registration.
Amends the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004. Provides that the Department of Financial and Professional Regulation shall issue a firearm control card to an elected or appointed State's Attorney or the State's Attorney's designated assistant who has passed an approved firearm training course, has met all the requirements of the Act, and possesses a valid firearm owner identification card. Inserts a corresponding provision into the Counties Code.
Amends the Illinois Vehicle Code. Provides that motorcycles may be equipped with a blue light or lights located on the rear of the motorcycle as a part of the motorcycle's rear stop lamp or lamps.
Designates the section of Route 6 that passes through the city of Peoria as the "Gold Star Memorial Highway".
