GARS TO SERS FOR SENATORS

Amends the General Assembly and State Employees Articles of the Illinois Pension Code. Provides that, for members of the Illinois Senate, participation in the General Assembly Retirement System is restricted to those individuals who first become participants before the effective date of the amendatory Act. Provides that an individual who first becomes a member of the Illinois Senate on or after February 1, 2011 and before the effective date of the amendatory Act may become a member of the State Employees' Retirement System of Illinois by making an election to participate in that System. Provides that an individual who first becomes a member of the Illinois Senate on or after the effective date of the amendatory Act shall become a member of the State Employees' Retirement System of Illinois beginning on the date of becoming a member of the Illinois Senate unless, within 24 months from that date, he or she has filed with the board a written notice of election not to participate in that System. Effective immediately.

ADOPTION-DEPRAVITY DEFINITION

Amends the Adoption Act. In the definition of "depravity", adds language providing that a parent is depraved if he or she has inherent deficiencies of moral sense and rectitude.

VEH CD-SPEED LIMITS-70 MPH

Amends the Illinois Vehicle Code. Provides that outside the counties of Cook, DuPage, Kane, Lake, McHenry, and Will, the maximum speed limit outside an urban district for any vehicle is (1) 70 miles per hour on any interstate highway; (2) 65 miles per hour for all or part of highways that are designated by the Department of Transportation, have at least 4 lanes of traffic, and have a separation between the roadways moving in opposite directions; and (3) 55 miles per hour for all other highways, roads, and streets. Permits the Department of Transportation and Toll Highway Authority to alter speed limits up to the new maximum speed limit (rather than up to 65 miles per hour).

MOTOR FUEL TAX-CEMETERIES

Amends the Motor Fuel Tax Law. Includes "cemeteries" within the definition of "road districts" for the purposes of allotments and distributions. Defines a "cemetery" as any publicly-owned land in this State dedicated to and used, or intended to be used, for the interment of human remains and that contains more than 5 miles of roadway.

ST ETHICS-FAMILY MMBR-LOBBYING

Amends the Illinois Governmental Ethics Act. Requires all persons who must file a statement of economic interests to disclose the name of any immediate family member who is a registered lobbyist. Defines "immediate family member" as a spouse, parent, child, stepchild, adopted child, son-in-law, daughter-in-law, father-in-law, mother-in-law, brother, sister, brother-in-law, sister-in-law, grandparent, or grandchild.

LEGISLATIVE ETHICS TASK FORCE

Amends the Illinois Governmental Ethics Act. Creates the Legislative Ethics Reform Task Force. Specifies the composition of the Task Force. Charges the Task Force with studying the provisions of the Code of Conduct in Article 3 of the Illinois Governmental Ethics Act and identifying provisions that need to be expanded or clarified, proposing specific penalties for violations of the Act, and enhancing the level of reporting required in the statements of economic interest. Requires the Task Force to report its findings to the Senate, the House of Representatives, Office of Attorney the General, Office of the Legislative Inspector General, and the Legislative Ethics Commission by January 1, 2013. Repeals the provision that creates the Task Force on January 1, 2014. Effective immediately.

ETHICS-REVOLVING DOOR

Amends the Illinois Governmental Ethics Act. Provides that no legislator may negotiate for employment with a lobbying entity that engages in lobbying with members of the General Assembly during the legislator's term of office. Amends the State Officials and Employees Ethics Act. Provides that a member may not, within a period of one year immediately after termination of the member's most recent term of office, engage in lobbying with members of the General Assembly, if the member accepts compensation specifically attributable to that lobbying.

STATE GAMING FUND-STATE BILLS

Amends the Riverboat Gambling Act. Provides that revenues from riverboat gambling that were paid to Chicago State University shall instead be transferred from the State Gaming Fund to the General Revenue Fund and shall be used to reduce the backlog of unpaid State obligations. Effective immediately.

LOBBYIST REGISTRATION-REPORT

Amends the Lobbyist Registration Act. Provides that a person required to register under the Act must include in his or her report a description of any business or familial relationship, or both, that the registrant has with a State official. Defines "familial relationship".
