Amends the County Care for Persons with Developmental Disabilities Act. Provides that the county board of any county with a 3-member county board for care and treatment of persons with a developmental disability may provide that that board shall consist of 5 members. Sets forth the terms of the additional members. Effective immediately.

Amends the State Employees Article of the Illinois Pension Code. Allows contributing employees to establish additional service credit for certain periods of employment by the federal government or a unit of state or local government located outside Illinois. Requires the employee to apply by June 30, 2008 and pay specified contributions. Includes new benefit increase language. Effective immediately.
Amends the Elder Abuse and Neglect Act. Makes a technical change in a Section concerning reports of abuse or neglect.
Amends the Environmental Protection Act. Makes a technical change in a Section concerning hazardous waste disposal sites.
Creates the Compact Fluorescent Light Bulb Recycle Act. Contains the short title only.

Amends the Code of Civil Procedure. Provides a circumstance under which a defendant shall be found not liable: if the fault of the defendant in a tort action concerning a motor vehicle accident is less than 25% of the proximate cause of the injury or damage for which recovery is sought. Provides that any defendant whose fault is less than 25% of the total fault attributable to the plaintiff in a tort action concerning a motor vehicle accident is not liable for any damages. Effective immediately.
Amends the Illinois Underground Utility Facilities Damage Prevention Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Income Tax Act. Creates a tax deduction of up to $250 for the purchase of a device that reads prescription labels with audible capability and a deduction of up to $1,000 for the purchase of a device that creates prescription labels with audible capability. Effective immediately.
Amends the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act to provide coverage for federally approved Continuous Glucose Monitoring Systems. Effective immediately.
