CONSUMER FRAUD-NOTICE-CANCEL

Amends the Consumer Fraud and Deceptive Business Practices Act. In the case of a sale of merchandise to a consumer involving $25 or more, enables the consumer to avoid the transaction by notifying the seller within 5 full business days after the date of the sale (rather than 3) if the consumer is 65 years of age or older. Requires the seller to furnish the consumer with a receipt or contract that contains a "Notice of Cancellation" informing the consumer of his or her right to cancel the transaction at any time within 5 days (rather than 3) if the consumer is 65 years of age or older. Provides that the 5-day period for a consumer age 65 or older does not commence until the consumer is furnished with a "Notice of Cancellation." Excludes from the application of the 5-day cooling-off period requirement a transaction initiated by a consumer age 65 or older who seeks goods or services to meet his or her bona fide personal emergency and waives the 5-day cooling-off period in a handwritten statement. Effective immediately.

STATE FINANCE-DHS-FEDRAL FUNDS

Amends the Mental Health and Developmental Disabilities Administrative Act. Creates the Community Developmental Disability Services Medicaid Trust Fund consisting of funds paid to the State by the federal government under Title XIX or Title XXI of the Social Security Act for services delivered by community developmental disability services providers. Provides that the Department of Human Services shall reimburse community developmental disability services providers out of the Fund for Medicaid-reimbursed developmental disability services provided to eligible individuals. Repeals the Community Mental Health and Developmental Disabilities Services Provider Participation Fee Trust Fund.

EPA-FEES

Amends the Environmental Protection Act. Reduces the amounts various fees to be collected by the Environmental Protection Agency. Sets forth new procedures for the collection of NPDES fees and requires that all moneys collected from the fees be deposited into the Illinois Clean Water Fund. Repeals Sections concerning air pollution operating permit fees and fees for water quality certification. Amends the State Finance Act to create the Illinois Clean Water Fund. Effective immediately.

EPA-NO NPDES DISCHARGE FEES

OBRE-DAGING-FRAUD

Amends the Office of Banks and Real Estate Act. Requires the Commissioner of Banks and Real Estate to work in cooperation with the Director of Aging to ensure that all financial institutions regulated by the Office of Banks and Real Estate participate fully in the Department on Aging's financial exploitation of the elderly intervention program. Effective immediately.

ENERGY EFFICIENT BUILDING ACT

Creates the Energy Efficient Commercial Building Act. Establishes an Energy Efficient Commercial Building Code that applies to commercial buildings in this State. Provides for technical assistance to certain design professions to explain the requirements of the Code. Preempts home rule powers. Effective one year after becoming law.
