LAW ENFORC-PROP DISPOSE-CHARTY

Amends the Law Enforcement Disposition of Property Act. Provides that if there is property in the custody of a law enforcement agency whose ownership has been unascertained for at least 6 months, a sheriff, police chief, or principal law enforcement official who determines that the public interest would be served may donate the property to a registered non-profit or charitable organization. Effective immediately.

PUBLIC-PRIVATE PARTNERSHIP

Creates the Public-Private Transportation Act of 2010. Finds that the public need for timely development and operation of transportation facilities may not be wholly satisfied by the existing methods of delivering those services, and authorizing private entities to develop or operate one or more transportation facilities may result in the development or operation of such transportation facilities to the public in a more timely, more efficient, or less costly fashion, thereby serving the public safety and welfare. Provides that a private entity may enter into comprehensive agreements with the State and any agency or authority thereof, any city, village, incorporated town, or county and any other political subdivision of any of the foregoing for the development or operation of transportation facilities. Allows for the comprehensive agreement between the public and private entities to include a maximum rate of return for the private entity on the development or operation of the transportation facility, and provides for the allowable methods of compensation for both the public and private parties. Provides detailed rules and procedures for: the dedication of public property as a transportation facility, the powers and duties of the private entity, interim and service agreements, financing, material default and remedies, condemnation, crossing of utility lines, sovereign immunity, public disclosure, and procurement, among others. Amends the Freedom of Information Act to provide exemptions for certain proprietary information related to the new Act. Effective immediately.

CONS FRAUD-CREDIT CARD BILLING

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that the billing date of a periodic statement with respect to a credit card account shall not be less than 30 calendar days before the due date identified in the statement for the next payment on the outstanding balance on the account. Provides that a violation is an unlawful practice within the meaning of the Act. Effective January 1, 2010.

HLTH CARE BILLING PRACTICE ACT

Creates the Health Care Billing Practices Act. Requires a health care provider who provides treatment to a minor child to proportionally bill each parent for any amount that is not covered by insurance for the child if the billing amount due, after payment by the insurer, if any, is in excess of $50 and either the custodial or non-custodial parent has provided the health care provider with a certified copy of the court order requiring the proportional payment of the health care expenses of the child. Provides that a parent taking a child to visit a health care provider shall be responsible to provide the health care provider with the most recent copy of any court order that proportions payment of health care expenses between the custodial and non-custodial parent. Provides that the provisions of the Act apply only to billing practices of a health care provider and shall not limit the health care provider's ability to collect unpaid medical expenses. Effective immediately.
