Amends the College Campus Press Act. Defines "public media produced at a State-sponsored institution of higher learning". Provides that all public media produced at a State-sponsored institution of higher learning is a public forum for expression by the employees producing the media at the institution of higher learning. Provides that public media produced at a State-sponsored institution of higher learning is not subject to prior review by public officials of the State-sponsored institution of higher learning. Allows an employee or agent of an entity creating or distributing public media produced at a State-sponsored institution of higher learning to commence a civil action to obtain appropriate injunctive and declaratory relief as determined by a court for violation of the Act by such State-sponsored institution of higher learning. Provides that expression made by an employee or agent of an entity creating or distributing public media produced at a State-sponsored institution of higher learning is neither expression of campus policy nor speech attributable to a State-sponsored institution of higher learning. Provides that a State-sponsored institution of higher learning is immune from any lawsuit arising from expression actually made in public media produced at a State-sponsored institution of higher learning. Amends the State Treasurer Act. Provides that the State Treasurer may bring a claim against a warrantor of a draft for breach of a presentment warranty to recover State funds in accordance with the Uniform Commercial Code. Provides that a claim brought by the State Treasurer is not subject to the limitations provided for in those provisions of the Uniform Commercial Code. Provides that the amendatory changes are declaratory of existing law. Effective immediately.
Amends the Illinois Insurance Code. Provides that a group or individual policy of accident and health insurance or a managed care plan that is amended, delivered, issued, or renewed on or after January 1, 2028 that provides coverage for: habilitative services shall provide coverage for habilitative speech therapy as a treatment for stuttering, regardless of whether the stuttering is classified as developmental; rehabilitative services shall provide coverage for rehabilitative speech therapy as a treatment for stuttering; or both habilitative services and rehabilitative services shall provide coverage for habilitative speech therapy as a treatment for stuttering, regardless of whether the stuttering is classified as developmental, and shall provide coverage for rehabilitative speech therapy as a treatment for stuttering. Sets forth requirements and limitations for the coverage. Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to require coverage under the provisions of those Acts. Amends the State Mandates Act to require implementation without reimbursement. Effective January 1, 2028.
Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that a grocery store that offers a digital coupon to consumers shall make available a corresponding paper coupon of equal value. Provides that the paper coupons shall be easily accessible at the service desk and may also be placed in other locations around the store. Provides that a grocery store that violates the requirement commits an unlawful practice within the meaning of the Act.
Creates the Charitable Organization Beneficiary Act. Requires a holder of property in which a charitable organization that is exempt from taxation as a 501(c)(3) entity is a designated beneficiary in a nonprobate instrument (excluding wills or trusts) to notify each charitable organization within 30 business days that it may have a right to the property. Creates a process in which the charitable organization may request that it be given information about the property or that the property be delivered to the charitable organization or both. Provides duties and obligations of the holder of the property. Provides the holder of the property protection from liability for a good faith reliance on the information it receives from a designated beneficiary. Provides remedies against a holder of property for a failure or refusal to provide the requested information or transfer of property if the provisions of the Act are followed. Defines terms.
Creates the Buy-Now-Pay-Later Loan Regulation Act. Provides that it is unlawful for a person to act as a buy-now-pay-later lender unless the person registers with the Division of Financial Institutions of the Department of Financial and Professional Regulation. Sets forth requirements for registration; duties and powers of the Secretary of Financial and Professional Regulation; and administrative procedures. Provides that a buy-now-pay-lender shall provide specified disclosures to recipients. Provides that a violation of the Act constitutes an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act. Amends the Consumer Fraud and Deceptive Business Practices Act to make a conforming change.

Amends the Department of Veterans Affairs Act. Requires all service officers and any supervisors, including the field manager, within the field division to be currently serving reservists or national guardsmen in good standing or honorably discharged veterans from service in the Armed Forces of the United States, active or reserve component. Removes a requirement that service officers and supervisors serve during a time of hostilities with a foreign country and meet one or more listed conditions.
Amends the Downstate Teacher Article of the Illinois Pension Code. Provides that, through June 30, 2029 (instead of June 30, 2026), an annuitant may accept employment as a teacher without impairing his or her retirement status if that employment is not within the school year during which service was terminated and does not exceed 120 paid days or 600 paid hours in each school year, but not more than 100 paid days in the same classroom. Makes a conforming change. Effective immediately.
Amends the Law Enforcement Officer-Worn Body Camera Act. Provides that a law enforcement agency shall disclose a recording made with the use of an officer-worn body camera, upon request, to (i) the subject of the encounter captured on the recording, (ii) the legal representative of the subject of the encounter captured on the recording, (iii) the officer who wore the camera that made the recording, (iv) the legal representative of the officer who wore the camera that made the recording, (v) a person who has written permission from the subject of the encounter to receive the recording, or (vi) a person who has written permission from the officer who wore the camera that made the recording to receive the recording. Provides that all recordings made with an officer-worn body camera may (rather than must) be destroyed after 90 days, unless any encounter captured on the recording has been flagged. Makes changes to the definition of "law enforcement officer" in the Act. Amends the Eavesdropping Article to the Criminal Code of 2012. Provides that recordings made in accordance with the Law Enforcement Officer-Worn Body Camera Act are exempt from the Article. Effective immediately.
