Amends the School Code. In provisions concerning a school board's suspension or expulsion of pupils, provides that a student who is determined to have initiated sexual activity with another individual without that individual's consent, a sexual assault, or an attempted sexual assault at a school, a school-sponsored activity or event, or an activity or event that bears a reasonable relationship to school shall be expelled for a period of not less than one year. Provides that (i) a student initiates sexual activity with another individual without that individual's consent if the student uses force or a threat of force to make the other individual perform a nonconsensual sexual act; (ii) a student initiates a sexual assault if the student commits an act of sexual penetration and uses force or a threat of force; and (iii) a student initiates an attempted sexual assault if, with the intent to commit a sexual assault, the student commits an act that constitutes a substantial step toward the commission of a sexual assault. Allows the expulsion requirement to be modified by the superintendent of the school district and the superintendent's determination to be modified by the school board on a case-by-case basis. Provides that the expulsion shall be construed in a manner consistent with the federal Individuals with Disabilities Education Act and a student who is subject to expulsion may be eligible for a transfer to an alternative school program. Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. In provisions regarding a Safety-Net Hospital Health Equity and Access Leadership (HEAL) Grant Program, changes references to safety-net hospitals to references to community safety-net hospitals. Updates references to dates in those provisions. Defines "community safety-net hospital", "health system", and "medically underserved area". Makes changes to required provisions in the report to the General Assembly regarding criteria for a community safety-net hospital to be eligible for the program, deletes required provisions in the report to the General Assembly regarding potential projects eligible for grant funds, and adds required provisions in the report to the General Assembly regarding an application process and criteria, as well as policies, standards, and procedures to administer the program and ensure accountability.
Appropriates $20,000,000 to the University of Illinois for the purpose of increasing the extension service trust fund allocation for the University of Illinois Extension program. Effective July 1, 2026.
Amends the Fish and Aquatic Life Code. In provisions concerning fishing licenses, provides that the holder of a lifetime fishing or hunting license or a lifetime sportsmen's combination license that was purchased on or after January 1, 2027 must pay the corresponding resident or non-resident fee when purchasing any permits or stamps required under the Code or the Wildlife Code based on the license holder's current permanent abode when purchasing the permit or stamp. Further provides that, if the lifetime license holder does not live in Illinois at the time of application for any lotteries, drawings, permits, or stamps that are issued or held pursuant to the Code, the Wildlife Code, or any administrative rules issued pursuant to the Code or the Wildlife Code, that lifetime license holder shall be considered a non-resident for purposes of all lotteries, drawings, permits, or stamps issued or held pursuant to the Code, the Wildlife Code, or any administrative rules issued pursuant to the Code or the Wildlife Code. Provides that the Department of Natural Resources shall suspend the privileges of any person who pleads guilty to, is found guilty of, or receives court supervision for a violation of provisions concerning fee fishing areas. Provides that the Department may refuse to issue, refuse to renew, suspend, or revoke any license issued under the Code if the Department finds that the licensed area or its operator is not in compliance with these requirements. Makes other changes.
Creates the Charitable Organization Beneficiary Act. Requires a holder of property in which a charitable organization that is exempt from taxation as a 501(c)(3) entity is a designated beneficiary in a nonprobate instrument (excluding wills or trusts) to notify each charitable organization within 30 business days that it may have a right to the property. Creates a process in which the charitable organization may request that it be given information about the property or that the property be delivered to the charitable organization or both. Provides duties and obligations of the holder of the property. Provides the holder of the property protection from liability for a good faith reliance on the information it receives from a designated beneficiary. Provides remedies against a holder of property for a failure or refusal to provide the requested information or transfer of property if the provisions of the Act are followed. Defines terms.
Amends the State Treasurer Act. Provides that the State Treasurer may bring a claim against a warrantor of a draft for breach of a presentment warranty to recover State funds in accordance with the Uniform Commercial Code. Provides that a claim brought by the State Treasurer is not subject to the limitations provided for in those provisions of the Uniform Commercial Code. Provides that the amendatory changes are declaratory of existing law. Effective immediately.
Amends the Know Before You Owe Private Education Loan Act. Provides that the annual report to the Department of Financial and Professional Regulation and the Student Loan Ombudsman shall include the total number and dollar amount (instead of the volume) of private education loans made annually by a private educational lender, the total number and dollar amount (instead of the volume) of private education loans made annually at institutions of higher education, the total number and dollar amount of private education loans made annually with a cosigner, and the default rate for the private education loans reported by the private educational lender pursuant to specified provisions for the previous reporting period. Effective immediately.
Designates Illinois Route 84 from 1030 Viaduct Road (south point) to U.S. 52 (intersection of Chicago Avenue and Viaduct Road) in Savanna as the "Chris James Memorial Highway".

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice within the meaning of the Act for a business to offer a consumer a different purchase price for the same product based solely on whether the consumer purchases the product at a physical location operated by the business or through a website or mobile application operated by the business, if the business maintains: (1) a physical location in the State where a consumer may purchase products; and (2) a website or mobile application that allows a consumer to purchase a product and pick up the product at a physical location. Provides that nothing in the provision shall be construed to prohibit a business from offering a coupon, discount, promotion, or sale for a product if the discounted price is offered on equal terms to a consumer who purchases the product at a physical location operated by the business and to a consumer who purchases the product through a website or mobile application operated by the business.
