Amends the Downstate Teachers Article of the Illinois Pension Code. Provides that, if the retirement annuity to any annuitant whose final average salary includes salary for any service in a position requiring an administrative certificate under the School Code will exceed $150,000 in the first full year, the annuitant's employer shall pay to the System, in addition to all other required payments and in accordance with guidelines established by the System, the present value of the benefits exceeding $150,000 per year. Effective immediately.
Creates the Job Impact Note Act. Requires that a note be prepared for a bill before second reading in the house of introduction concerning the impact of the bill on employment opportunities in Illinois. Also, requires a note for administrative rules before approval by JCAR. Requires the Commission on Government Forecasting and Accountability to prepare the notes.
Amends the State Property Control Act. Provides that one of the State's airplanes, designated by the Secretary of Transportation, is deemed to be surplus property and shall be sold as soon as possible. Requires that its sale proceeds be deposited equally into the State Parks Fund and the Parks and Conservation Fund. Effective immediately.

Creates the Consumer Protection Against Computer Spyware Act. Sets forth provisions for unauthorized collection or culling of personally identifiable information, unauthorized access to or modifications of computer settings and computer damage, unauthorized interference with installation or disabling computer software, and other prohibited conduct. Provides that certain persons may bring a civil action against a violator of the Act. Provides civil penalties for violations of the Act. Permits the Attorney General to obtain a restraining order or injunction for violations of the Act.
Amends the Clerks of Courts Act. Provides that the filing fees for landlords and tenants, varying by county population size, are reduced: a plaintiff's filing fee is a minimum of $5 and a maximum of $165 (at present, $10 minimum and $335 maximum) and a defendant's appearance filing fee is a minimum of $5 and a maximum of $40 (at present, $10 minimum and $90 maximum). Amends the Code of Civil Procedure. Provides that 4 categories of forcible entry and detainer actions shall be treated as expedited proceedings: forcible entry; peaceable entry and possession unlawfully withheld; entry upon vacant or unoccupied lands; and lessee holds possession after lease termination or notice to quit. Provides that time limits for certain provisions are reduced: posted notice, 5 days (at present, 10 days); stay of enforcement, no more than 5 days (at present, 7 days); sheriff's execution of an order, within 5 days (at present, 7 days); time between notice by a verified complaint and a hearing, at least 7 days (at present, 14 days); no continuance beyond 5 days (at present, 7 days); and a notice to terminate tenancy from week to week, at least 5 days (at present, 7 days). Effective immediately.
Amends the Illinois Municipal Code concerning the imposition of use and occupation taxes by non-home rule municipalities. Sets forth dates for the filing, administration, and enforcement of ordinances or resolutions that impose or discontinue a tax or change the tax rate. Effective immediately.
Amends the Illinois Procurement Code. Provides that State officers and employees prohibited from obtaining State contracts may not receive legal, banking, consulting, or other fees related to State government bond issuances. Prohibits waivers from the prohibition. Prohibits State contractors with contracts with an annual aggregate value of more than $25,000 from making political contributions to the executive branch constitutional officers responsible for awarding the contracts. Establishes penalties for violations. Requires that each State contract bid or offer in excess of $10,000 annual value must be accompanied by a disclosure of the bidder's or offeror's political contributions to the executive branch constitutional officer responsible for awarding the contract. Authorizes the State Comptroller to refuse payments under contracts for which those disclosures were not made. Makes other changes.
Creates the Manufacturing Job Destination Tax Credit Act and amends the Illinois Income Tax Act. Provides for a credit of 25% of the Illinois labor expenditures made by a manufacturing company in order to foster job creation and retention in Illinois. Authorizes the Department of Revenue to award a tax credit to taxpayer-employers who apply for the credit and meet the certain Illinois labor expenditure requirements. Sets minimum requirements and procedures for certifying a taxpayer as an "accredited manufacturer" and for awarding the credit. Effective January 1, 2008.
