Amends the Children's Health Insurance Program Act, the Covering ALL KIDS Health Insurance Act, and the Illinois Public Aid Code. Provides that on and after July 1, 2009, the Department of Healthcare and Family Services may not expand the Children's Health Insurance Program (KidCare and FamilyCare), the Covering ALL KIDS Health Insurance Program, or the medical assistance (Medicaid) program by any means, including, but not limited to, (i) applying for waivers of federal law and regulations to cover additional services or groups of persons, (ii) increasing income eligibility limits or otherwise expanding the number of persons covered under the programs, or (iii) increasing the number or types of services covered under the programs. Effective immediately.

Amends the Illinois Pension Code. Makes a technical change in a Section concerning State employees.

Amends the Public Utilities Act. Provides that a utility, when establishing service for a customer, must ask for the name and address, in addition to the service address, of the owner of the property. Provides that a customer may refuse to provide the information to the utility; however, the utility must still present the question to the customer. Provides that within 5 calendar days after a request for termination of service is made, or if service is to be terminated at a customer's service address for any other reason, then the utility must notify the owner of the property in writing (1) of the termination, and (2) whether the owner of the property will be billed for service. Provides that the written notification must be provided to the owner at the service address and any other address that is on record for the owner. Provides that a utility must obtain an actual reading of the utility meter at the service address within 48 hours after the actual termination at the service address. Effective immediately.

Amends the Election Code. Requires the State Board of Elections to produce a one-page information sheet for local election authorities to provide to those interested in running for public office

Amends the Arthritis Prevention, Control, and Cure Act. Makes a technical change in a Section concerning the short title.

Amends the Illinois Pension Code. Makes a technical change in a Section concerning the definition of "municipality".

Amends the Illinois Municipal Code. Provides that the corporate authorities of a municipality may fix, charge, and collect fees not exceeding the reasonable cost of the service for all emergency services rendered by the municipality against persons, businesses, and other entities who are not residents of the municipality. Specifies that the fee shall be computed at a rate not to exceed $250 per hour per vehicle and not to exceed $70 per hour per firefighter responding to a call for emergency assistance. Provides that those amounts shall be adjusted annually to reflect changes in the Consumer Price Index during the previous 12-month period. Effective immediately.

Amends the Riverboat Gambling Act. In provisions concerning the distribution of privilege tax proceeds, changes provisions concerning amounts paid to Chicago State University to make certain amounts payable to the State Universities Athletic Capital Improvement Fund instead. Effective immediately.

Amends the Counties Code. Provides that if human remains are unclaimed by family or friends, the coroner may bury or cremate (now, bury) the remains. Provides that a coroner may not approve the cremation of a body if it is necessary to preserve the body for law enforcement purposes. Effective immediately.

Amends the Industrial Jobs Recovery Law in the Illinois Municipal Code. Extends the authority granted to municipalities to establish redevelopment project areas and to adopt tax increment allocation financing to January 1, 2013. Effective immediately.
