Amends the Code of Civil Procedure. Provides that when notification is made to a lessor by a governmental agency of an act under the Section concerning leased premises used in furtherance of a criminal offense, the governmental agencies having jurisdiction over the leased premises shall provide the owner, lessor, or agent with the information reasonably necessary to substantiate the required elements of a forcible entry and detainer action. Provides that a municipality or other governmental entity may not require an owner, lessor, or agent to bring a forcible entry and detainer action or impose a penalty on the owner, lessor, or agent for failure to evict when notification is made.

Mourns the death of Shirley Mae Rauschenberger of Elgin.

Amends the Video Gaming Act. Provides that a licensed truck stop establishment may operate up to 10 (rather than 5) video gaming terminals on its premises at any time.

Amends the Medical Assistance Article of the Illinois Public Aid Code. Removes language requiring the Department of Healthcare and Family Services to (i) limit adult dental services to emergencies; and (ii) beginning July 1, 2013, ensure certain conditions are recognized as emergencies. Provides that (i) the Department shall limit the ALL KIDS school-based dental program; (ii) school-based dental providers must provide children receiving an oral health score of 2 or 3 (indicating the need for restorative or urgent follow-up care) with the diagnosed follow-up care by providing the care themselves at the school or at the provider's local clinic, or the children must be referred by the provider's case manager to a dental provider who is willing to accept each child into the provider's practice to perform required follow-up care and provide a dental home; (iii) the Department may limit dental coverage for children to 2 cleanings and 2 fluoride treatments per year regardless of where the services are performed and shall require prior approval for any requests exceeding this limit; and (iv) beginning July 1, 2014, the Department shall require all adults to pay a $20 encounter fee to the provider at the time of services. In a provision concerning a dental clinic grant program administered by the Department, adds dental school clinics to the list of dental entities that may apply for grant money. Provides that grant money must be used to support projects that develop dental services or training (rather than only dental services) to meet the dental health care needs of the Department's dental program clients. In addition to other specified expenses, provides that grant moneys must be used for those services provided as part of the educational process at State dental schools. Effective immediately.

Amends the State Officials and Employees Ethics Act. Requires each public official who, on or after the effective date of the amendatory Act, is elected or appointed to office to complete an 8-hour continuing education program established by Econ Illinois-Illinois Council on Economic Education and approved by the Illinois Community College Board within 2 years after the date he or she is first elected or appointed and every 2 years thereafter for as long as he or she remains a public official. Authorizes a fine to be levied against a public official who fails to timely complete the continuing education requirement. Prohibits a public official from being elected or appointed to public office if he or she fails to timely pay the fine and complete the required continuing education.

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Creates an exemption for qualified tangible personal property used in the construction or operation of a data center. Effective immediately.

Appropriates $2 from the General Revenue Fund to Northern Illinois University for its FY15 ordinary and contingent expenses. Effective July 1, 2014.

Amends the Critical Health Problems and Comprehensive Health Education Act. Adds automated external defibrillators to first aid educational topics that may be included in a comprehensive health education program in all elementary and secondary schools. Effective immediately.

Amends the Navigator Certification Act to provide that the education and certification requirements for certified application counselors shall be substantially similar to the certification requirements for navigators under the Act.
