Amends the Northern Illinois University Law. Makes a technical change in a Section concerning the Board of Trustees.

Amends the Public Community College Act. Makes a technical change in a Section concerning the Illinois Community College Board.

Amends the Higher Education Loan Act. Makes a technical change in a Section concerning aiding an Authority Education Loan financing program.

Amends the Illinois Identification Card Act. Provides that, beginning January 1, 2013, the Secretary of State shall provide a space on each original or renewal identification card where, at the request of the applicant, a designation may be placed to indicate that the applicant owns or is training a service dog. Amends the Illinois Vehicle Code. Provides that, beginning January 1, 2013, the Secretary of State shall provide a space on each original or renewal driver's license where, at the request of the applicant, a designation may be placed to indicate that the applicant owns or is training a service dog. Amends the Guide Dog Access Act. Changes the short title of the Act to the Service Dog Access Act. Defines "service dog". Makes conforming changes to the Assistance Animal Damages Act and White Cane Law. Effective immediately.

Amends the Board of Higher Education Act. Makes a technical change in a Section concerning the creation of the Board.

Amends the Mental Health and Developmental Disabilities Code. In the definition of "facility director", provides that a designee of the facility director may include a clinical professional counselor. Effective immediately.

Amends the Wildlife Code. Provides that the Director of the Department of Natural Resources shall establish an additional shotgun, handgun, or muzzleloading rifle 3-day season for counties that include or are North of interstate I-88 that have deer herds affected with chronic wasting disease. Provides the Director may establish an additional shotgun, handgun, or muzzleloading rifle 3-day season for counties South of interstate I-88 where the Director deems a significant number of deer herds are affected with chronic wasting disease.

Creates the Illinois License to Carry Firearms for Self-Defense Act. Authorizes the county sheriff to issue licenses to carry concealed firearms to persons at least 21 years of age who meet certain requirements. Requires an applicant for a license to have completed specified training requirements developed by the Illinois Law Enforcement Training Standards Board consisting of classroom instruction and live firing exercises. Preempts home rule. Amends the Illinois Police Training Act and the Criminal Code of 1961 to make conforming changes. Effective January 1, 2013.

Makes appropriations for the ordinary and contingent expenses of the Board of Trustees of Northern Illinois University for the fiscal year beginning July 1, 2012.

Amends the Higher Education Student Assistance Act. Makes a technical change in a Section concerning establishment of the Illinois Student Assistance Commission.
