Provides that the Department of Corrections and the Department of Commerce and Economic Opportunity shall jointly develop activities to support the recruitment of eligible candidates to the Illinois Climate Works Preapprenticeship Program. Provides that the activities shall include coordinating on sharing with community-based providers the contact information of persons preparing to be released into the community, including names, addresses, phone numbers, and email addresses, if the person preparing to be released consents to the person's contact information being shared. Makes other changes.
Creates the Motor Vehicle Glass Repair Act. Provides that an insured under a property and casualty insurance policy shall not, either prior to or after a claimed or covered loss, assign, delegate or otherwise transfer, in whole or in part, to any other person the insured's: (1) duties under the policy; or (2) rights or benefits under the policy. Provides that any contract violating the delegation prohibition shall be void and unenforceable. Sets forth provisions concerning a motor vehicle glass shop's notice requirements to an insured; motor vehicle glass repair claims and practices; prohibited acts; and an insured's right to choose a motor vehicle glass repair shop. Establishes a presumption that a motor vehicle glass repair shop is acting knowingly in violation of provisions concerning prohibited acts if the motor vehicle glass repair shop engages in a regular and consistent pattern of the prohibited activity. Requires the Department of Insurance to adopt rules necessary to administer and implement the Act, including rules to enforce compliance with the Act.

Provides that the Department and the Board of Pharmacy shall regularly monitor the North American Pharmacist Licensure Examination or its successor to ensure that the examination of applicants is of a character to give a fair test of the qualifications of the applicant to practice pharmacy. Provides that applicants for examination as pharmacists for the calendar years 2025, 2026, and 2027 shall be required to pass only the North American Pharmacist Licensure Examination. Provides that the results from the Multistate Pharmacy Jurisprudence Examination for such applicants shall be disregarded and shall not prohibit an applicant who has successfully passed the North American Pharmacist Licensure Examination from engaging in the practice of pharmacy. Provides that applicants for examination as pharmacists shall be required to pay, either to the Department or the National Association of Boards of Pharmacy (rather than the designated testing service), a fee covering the cost of providing the examination. Provides that the Department shall notify applicants taking the examination of their results no later than 2 weeks after (rather than within 7 weeks of) the examination date. Makes conforming changes.
Amends the Statute on Statutes. Provides that any reference to the term "electronic data processing" in any statute of the State, any rule adopted by an administrative agency of the State, or any appropriations Act of the State includes information technology as defined in a specified provision of the State Finance Act. Amends the State Finance Act. Replaces the term "electronic data processing" with "information technology". Provides that, upon written approval by the Office of the Comptroller, a State agency may submit electronic travel vouchers under procedures and controls prescribed by the Comptroller. Effective immediately.
Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice for any third-party hotel booking service to facilitate the reservation or booking of a physical accommodation in the State without providing specified disclosures to the consumer. Sets forth requirements for the disclosure, including that it is clear and conspicuous. Defines terms. Effective January 1, 2026.
Creates the Professional AI Oversight Act. Defines terms. Provides that a licensee shall prominently disclose when a person who is paying for a service provided by the licensee is interacting with artificial intelligence. Provides that the disclosure shall (i) be provided verbally at the start of an oral exchange or conversation and in writing before a written exchange and (ii) notify the person of the specific purpose of the artificial intelligence that will be used in the interaction. Sets forth rulemaking authority for the Department of Financial and Professional Regulation. Provides that any individual, corporation, or entity found in violation of the Act shall pay a civil penalty to the Department in an amount not to exceed $2,500 per violation, as determined by the Department, with penalties assessed based on the degree of harm and the circumstances of the violation. Provides that an individual, corporation, or entity that is found in violation of the Act shall pay the civil penalty within 60 days after the date of the issuance of an order by the Department imposing the civil penalty. Provides that the Department's order shall constitute a judgment and may be filed and executed in the same manner as any judgment from a court of record. Provides that the Department may investigate any actual, alleged, or suspected violation of the Act. Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice within the meaning of the Act for any person to use, prompt, or otherwise cause artificial intelligence to interact with a person while engaging in trade and commerce without clearly and conspicuously disclosing to the person with whom the artificial intelligence interacts, if asked or prompted by that person, that the person is interacting with artificial intelligence and not a human. Effective January 1, 2027.
