Amends the Environmental Protection Act. Provides that certain waste composting facilities are not pollution control facilities under the Act if the materials used for composting at the facility are limited to certain materials (livestock waste, crop residue, uncontaminated wood waste, landscape waste, source separated food waste, and paper waste) in specified amounts (no more than 10,000 cubic yards of raw materials, composting material, or end-product compost on-site at any one time that uses only livestock waste, crop residue, uncontaminated wood waste, and landscape waste as raw materials for composting, or that has no more than 30,000 cubic yards if the compost facility is part of a required Waste Management Plan that has been developed in accordance with the standards of the Livestock Management Facilities Act and meets certain other conditions, or no more than 5,000 cubic yards of raw materials, composting material, or end-product compost on-site at any one time, that uses source separated food waste, paper waste, livestock waste, uncontaminated wood waste, and landscape waste). Effective immediately.

Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Makes a technical change in a Section concerning the short title.
Amends Department of State Police Law of the Civil Administrative Code of Illinois. Provides that a unit of local government may request the Department of State Police to conduct a fingerprint-based criminal history records check to determine if an applicant for employment with the unit of local government has been convicted of any offense that would disqualify the applicant for employment with the unit of local government. Provides that the information obtained from the background check is confidential. Provides that any person who releases any confidential information concerning any criminal convictions of an applicant for employment shall be guilty of a Class A misdemeanor, unless the release of such information is authorized by law.
Amends the Simplified Municipal Telecommunications Tax Act, the Electricity Infrastructure Maintenance Fee Law, and the Illinois Municipal Code. Authorizes municipalities that impose certain taxes or fees on or collected by public utilities to conduct audits of those utilities to determine the accuracy of the taxes or fees paid to the municipality. Sets forth procedures under which a municipality may collect information from a public utility that is necessary to perform an audit. Sets forth procedures concerning the audit findings, liability for errors, penalties, confidentiality, and exemptions. Amends the Freedom of Information Act to exempt information provided by a public utility to a municipality in the course of an audit from the Act's inspection requirements. Effective immediately.
Amends the Counties Code and the Illinois Municipal Code. Provides that any request for refund of cash contributions paid in lieu of land donations and pursuant to a county or municipal ordinance must be filed (i) within one year after the date of payment or a longer period specified in a county or municipal ordinance or an annexation agreement if the request is based on an objection to the validity of an ordinance or to the manner in which donations or contributions are calculated under an ordinance or (ii) within one year after the objector knew or should have known that the money has been spent if the request is based on an objection that the contribution was spent in a manner inconsistent with the county or municipal ordinance but, in any case, must be filed within 5 years after the money has been spent. Requires each request to include certain information and provides that failure to file the request within the designated time period and to comply with certain requirements constitutes grounds for denial of the request. Effective January 1, 2007.
Amends the Environmental Protection Act. In a definitions Section, provides that the term "waste" does not include discarded material that is processed for recycling, reclamation, or reuse by a process by which materials that would otherwise be disposed of or discarded are collected, separated, or processed and returned to the economic mainstream in the form of raw materials or products (now, waste includes discarded material). Clarifies that recycling, reclamation, or reuse may have two distinct meanings. Effective immediately.
Amends the Good Samaritan Act. Adds retired physicians to the list of persons protected under the Act. Expands the immunity for civil damages provided for services performed without compensation at, or upon referral from, free medical clinics. Allows a free medical clinic to receive reimbursement from the Illinois Department of Public Aid, provided any reimbursements shall be used only to pay overhead expenses of operating the free medical clinic and may not be used, in whole or in part, to provide a fee or other compensation to any listed person. Provides that, for purposes of reimbursement from the Illinois Department of Public Aid, medical care does not include an overnight stay in a health care facility. Effective immediately.
Amends the Illinois Act on the Aging. Provides that a purpose of the Act is to insure participation by the aging population (now, the aging) in the planning and operation of all phases of the system.
Amends the Illinois Building Commission Act and the Illinois Municipal Code. Repeals provisions requiring certain municipalities and counties adopting a new building code or amending an existing building code to provide an identification of the code, by title and edition, or an identification of the amendment to the Commission for publication on the Internet through the State of Illinois website. Amends the Counties Code to make corresponding changes. Effective immediately.
