Amends the Illinois Diseased Animals Act. Defines "contaminated". Modifies the provisions of the Act to apply to contaminated animals. Provides that the Department of Agriculture of the State of Illinois shall have the authority to issue area-wide quarantines on animals and premises in order to control the spread of the dangerously contagious or infectious disease and to reduce the spread of contamination. Provides that quarantines will be removed when epidemiological evidence indicates that the disease or contamination threat to humans or other animals no longer exists. Makes corresponding changes. Effective immediately.

Amends the Motor Vehicle Retail Installment Sales Act. Provides that, beginning January 1, 2008, the base documentary fee is raised from $40 to $150. Provides that the maximum fee that may be charged for a documentary fee is the base documentary fee of $150 (instead of $40). Effective January 1, 2008.
Amends the Local Government Consolidation Commission Act. Provides that the Commission shall render its final report to the General Assembly no later than December 31, 2007 (instead of December 31, 2006). Effective immediately.
Amends the Illinois Vehicle Code. Provides that the Secretary of State may, without fee, allow the parent or guardian of a person under the age of 18 years, who holds a graduated driver's license or an instruction permit, to view the person's driving record online through a computer connection. Effective January 1, 2008.
Amends the Unified Code of Corrections. Provides that a person convicted of or placed on court supervision for an assault or aggravated assault when the victim and the offender are family or household members as defined in the Illinois Domestic Violence Act of 1986 or convicted of domestic battery or aggravated domestic battery shall be required to attend anger management classes under such terms and conditions imposed by the court. Provides that the costs of such classes shall be paid by the offender. Effective immediately.
Creates the Illinois Food, Farms, and Jobs Act and the Illinois Local and Organic Food and Farm Task Force. Sets out the composition of the Task Force. Provides that the Task Force shall develop a plan for expanding and supporting a State local and organic food system and for assessing and overcoming obstacles to an increase in locally grown food and local organic food production. Sets out the contents of the plan. Amends the State Finance Act to create the Illinois Local Organic Food and Farm Fund. Effective immediately.
Amends the Illinois Procurement Code. Permits a 5% preference to be given to bidders who will use biobased products, except CDB construction contracts.
Amends the Illinois Local Library Act. Makes the minimum signature requirement for a nominating petition for the office of library board trustee 2% of the number of votes cast at the last election for library trustee or 25, whichever is less (now, 50).
Amends the Illinois Vehicle Code and the State Finance Act. Creates the Illinois Agriculture in the Classroom Fund in the State treasury. Provides for the issuance of Agriculture in the Classroom license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $40 at original issuance and $27 renewal in subsequent years. Provides that $25 of the additional original issuance fee and the renewal fee shall be deposited into the Agriculture in the Classroom Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that, subject to appropriation by the General Assembly and approval by the Secretary of State, all moneys in the Agriculture in the Classroom Fund shall be paid as grants to the Illinois Agricultural Association Foundation to support Agriculture in the Classroom programming for schools. Effective immediately.
Amends the Township Code. Provides that a township may administer a recycling program in unincorporated areas of the township. Amends the Highway Code. Provides that a road district may organize, administer, or participate in one or more recycling programs. Effective immediately.
