Amends provisions of the Illinois Vehicle Code requiring the recording of specified information when a uniform traffic citation or warning citation is issued and providing for analysis of the information and a traffic stop statistical study. Deletes the July 1, 2010 repeal date of those provisions.

Amends the School Code. Subject to an appropriation or the availability of funding for such purposes, requires the State Board of Education to make grants available to fund community schools (which are traditional schools that actively partner with their community to leverage existing resources and identify new resources to support the transformation of the school to provide enrichment and additional life skill opportunities for students, parents, and community members at-large) and to enhance programs at community schools. Requires a request-for-proposal process to be used in awarding grants. Provides that proposals may be submitted on behalf of a school, a school district, or a consortium of 2 or more schools or school districts. Requires a school to have certain components in order to qualify for a grant. Requires the State Superintendent of Education to appoint a 9-member Advisory Council on Community Schools. Effective immediately.
Amends the Criminal Code of 1961. Changes the elements of the offenses of stalking and cyberstalking. Provides that a person commits stalking when he or she knowingly engages in a course of conduct directed at a specific person, and he or she knows or should know that this course of conduct would cause a reasonable person to: (1) fear for his or her safety or the safety of a third person; or (2) suffer other emotional distress. Provides that if the conduct is committed using electronic communication, the offense is cyberstalking. Provides that a person also commits aggravated stalking when he or she, in conjunction with committing the offense of stalking, violates a stalking no contact order or a civil no contact order. Retains the same penalties for the offenses.
Amends the Eminent Domain Act. Grants quick-take eminent domain powers for a period of one year to the Village of Johnsburg for the construction of a METRA rail station and rail storage yard. Effective immediately.
Amends the Unified Code of Corrections. Provides that the speedy trial provisions relating to persons committed to the Department of Corrections who have untried complaints, charges or indictments pending in any county of this State do not apply to persons no longer committed to a facility or program of the Illinois Department of Corrections. Provides that a person serving a period of parole or mandatory supervised release under the supervision of the Department of Corrections shall not be deemed to be committed to the Department for the purpose of the speedy trial provisions. Effective immediately.
Creates the Local Farm and Food Products Act. Contains only a short title provision.
Amends the Physical Fitness Facility Medical Emergency Preparedness Act. Provides that "physical fitness facility" does not include any outdoor facility that is owned or operated by a municipality or township. Effective immediately.
Amends the Illinois Governmental Ethics Act. Permits the Secretary of State and county clerks to waive fees and penalties when a person files a statement of economic interests late, or fails to file the statement, due to his or her serious or catastrophic illness or military service. Effective immediately.
Amends the Property Tax Code. In counties of less than 3,000,000, provides that if an owner fails to file an application for any homestead exemption (instead of only the senior assessment freeze), a certificate of error may be issued. Effective immediately.
Amends the Emergency Medical Services (EMS) Systems Act. Provides that the Director of the Illinois Department of Public Health shall develop a working group to advise the Department on Primary Stroke Center Systems; that this work group shall have representation from the following groups: EMS Medical Directors; hospital administrators; neurologists from accredited Primary Stroke Centers; EMS Coordinators; stroke advocates; fire chiefs in Illinois; private ambulance providers; and a representative from the State Emergency Medical Services Advisory Council; and that this group shall also develop and submit a statewide stroke assessment tool to the Department for final approval, a copy of which shall be disseminated to all EMS Systems for adoption no later than January 15, 2011. Effective immediately.
