DAY & TEMPORARY LABOR-SKILLED

Amends the Day and Temporary Labor Services Act. Defines "employment of a skilled nature" as employment with respect to which an employer performs an advanced application process, a screening process, which may include processes such as advanced testing, and a job interview. Provides that "day and temporary labor" does not include labor or employment of a skilled nature.

PHYSICAL FITNESS FCLTY-PUB SCH

Amends the Physical Fitness Facility Medical Emergency Preparedness Act. Adds facilities owned or operated by a public school organized under the School Code to the list of facilities that do not fall under the definition of "physical fitness facility". Effective immediately.

HWY CD-ROAD DISTRICTS

Amends the Illinois Highway Code. Provides that for a period of time of up to 20 years after the effective date of this amendatory Act, a road district shall, upon the written request of a majority of the homeowners within a subdivision, accumulate up to 50% of the taxes collected from that subdivision under a provision of the Illinois Highway Code for improvements, maintenance, and snowplowing of nondedicated roads within the subdivision from which the taxes were collected. Provides that the road district and the homeowners may enter into a written contract stating the length of the agreement and the purposes for which the funds may be used, and provides that the total accumulations may not exceed 10% of the total funds held by the district for those road purposes. Provides that a township or road district may use its formula allocation of motor fuel tax funds for maintaining, improving, or snowplowing nondedicated subdivision roads. Provides that the provisions in this Act apply only to townships within McHenry County and only with respect to subdivisions whose plats were filed or recorded before July 23, 1959.

PUPPY MILLS

Amends the Animal Welfare Act. Provides that a pet shop operator may only purchase a dog or cat from a dog dealer, large-scale dog breeder, cattery operator, or other pet shop operator that is licensed under the Act or the federal Animal Welfare Act. Provides for the licensure of dog daycare providers, hobby breeders, large-scale breeders, animal shelters, and records-only animal shelters. Places age restrictions on dogs and cats sold by dog breeders or pet shop operators. Requires certain licensees to provide certain specified information concerning the dog or cat upon the request of the purchaser or adopter. Requires the purchaser or adopter to be provided with a "Buying or Adopting a New Pet" pamphlet created by the Department. Provides that by applying to the Department and obtaining a foster home permit, the animal shelter, records-only animal shelter, or animal control facility certifies that the foster home meets the requirements of the Act. Provides that the Department must complete a pre-licensing inspection to determine an applicant's compliance with the Act. Provides any licensee whose license is relinquished, revoked, or placed on suspension for more than 3 months, has one week to relinquish ownership and control of all animals under his or her possession or control to a facility licensed under the Act, with certain exceptions. Provides that the Department may issue a warning instead of a fine if deemed appropriate by the Department. Sets forth the fees for the various licenses under the Act. Defines "adoption", "dog breeder", "dog daycare provider", "female capable of reproduction", "hobby breeder", "large-scale breeder", and "records-only animal shelter". Makes other changes.

PROP TX-SPECIAL SERVICE AREAS

Amends the Property Tax Code. In a Section concerning a public hearing held prior to the establishment of a special service area, provides that a list of the names and addresses of the individuals and entities to whom notice of the public hearing was sent by mail shall be made available at the public hearing. Provides that, if a person who is registered to vote has died or has permanently moved from the special service area, and if certified documentation is submitted along with an objection petition, then that person shall not be counted as an elector for purposes of determining whether or not at least 51% of the electors residing within the special service area have signed the objection petition.

Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. In the definition of "redevelopment project costs", includes a fire protection district's increased costs attributable to the redevelopment project area. Sets forth a method of calculating amounts to be paid to the fire protection district. Effective immediately.

UNEMPLOY INS-CROSSING GUARD

Amends the Unemployment Insurance Act. Provides that an individual is ineligible for benefits on the basis of wages for service for a municipality as a school crossing guard between 2 successive academic years or terms or during a vacation period or holiday recess if the individual performed the service in the first of the academic years or terms or before the vacation period or holiday recess and there is a reasonable assurance that the individual will perform the service in the second of the academic years or terms or after the vacation period or holiday recess, subject to specified exceptions. Effective immediately.
