SAFE HAVEN-INFANTS-POLICE DEPT

Amends the Abandoned Newborn Infant Protection Act. Expands the definition of the term "police station" to include a campus police department located on any college or university owned or controlled by the State or any private college or private university that is not owned or controlled by the State.

ANIMALS-IDENTIFICATION SCAN

Amends the Animal Control Act. Provides that when dogs or cats are impounded, they must be scanned using a universal scanner and be examined for all other currently acceptable methods of identification within 24 hours of intake of each animal. Provides that a mailed notice shall remain the primary means of contacting an owner of an impounded dog or cat; however, the Administrator shall also attempt to contact the owner by any other contact information provided, such as a telephone number or email address. Provides that any impounded animal be held for a minimum of 7 business days to allow reclamation by an owner, agent, or caretaker. Provides that if an animal has been microchipped and the owner on the chip cannot be located or refuses to reclaim the animal, attempt should be made to contact the previous owner named on the chip, as well as the agency or individual who purchased the chip, prior to euthanizing, transferring, or adoption. Provides that prior to euthanizing or transferring an animal, the animal shall be rescanned using a universal scanner, for the presence of a microchip and, if a microchip cannot be detected, examined for all other currently acceptable methods of identification, including, but not limited to, identification tags, tattoos, and rabies license tag. Provides for the prioritization of intake of animals from within the State prior to animals from outside the State. Effective January 1, 2012.

SCH CD-CPS BLOCK GRANT REPORT

Amends the School Code. Provides that the report that a school district having a population exceeding 500,000 inhabitants must file with the State Board of Education on its use of the block grants must include the following description for the district, which must also be reported to the General Assembly: block grant allocation and expenditures by program; population and service levels by program; and administrative expenditures by program. Effective immediately.

HOME INSPECTOR LICENSE ACT

Amends the Home Inspector License Act and the Regulatory Sunset Act. Permits the Department of Financial and Professional Regulation to disclose information and documents related to an examination or investigation of a licensee or applicant only to law enforcement officials, other regulatory agencies that have an appropriate regulatory interest as determined by the Secretary, or a party presenting a lawful subpoena to the Department. Provides that any formal complaint against a licensee filed with the Department or an order issued by the Department against a licensee or applicant shall be a public record. Allows the Department to take action, including imposing fines not to exceed $25,000 per violation, if the individual meets the requirements for grounds for disciplinary action. Grants the Department authority to petition the Attorney General or local State's Attorney office where a violation occurs to enjoin the violation or order enforcement compliance with this Act. Provides that, on a showing of a possible violation, the Department may compel an applicant or a licensee to submit to a physical or mental examination. Repeals provisions concerning the Home Inspector Advisory Board. Creates peer review advisors that the Department may authorize to investigate complaints, revise the licensing examination at the direction of the Department, review training and qualifications of applicants, and interview witnesses, the complainant, and any licensees involved in an alleged matter. Provides the Department the authority to issue subpoenas, administer oaths at Department hearings, or petition the circuit courts to order the attendance and testimony of witnesses. Makes other changes. Amends the Regulatory Sunset Act to extend the Home Inspector License Act from January 1, 2012 to January 1, 2022. Effective immediately.

INS-CANCER-DRUG-CLINIC TRIAL

Amends the Illinois Insurance Code. Provides that accident and health insurance policies that provide coverage for prescribed orally-administered cancer medications and intravenously administered or injected cancer medications shall ensure that the applicable financial requirements and treatment limitations are no more restrictive than the financial requirements and treatment limitations applied to intravenously administered or injected cancer medications that are covered by the policy. Provides that an insurer cannot achieve compliance with the coverage mandate by increasing financial requirements or imposing more restrictive treatment limitations on prescribed orally-administered cancer medications or intravenously administered or injected cancer medications covered under the policy. Effective immediately.

LABOR ARBITRATION SERV-REPEAL

Repeals the Labor Arbitration Services Act. Amends the Department of Labor Law of the Civil Administrative Code of Illinois by providing that, if the Department of Labor began providing arbitration services with respect to a particular controversy or difference under the Labor Arbitration Services Act before its repeal, the Department may continue to provide arbitration services for the resolution of that controversy or difference in accordance with the Labor Arbitration Services Act as it existed immediately before its repeal. Effective immediately.

FOID-MUNI REG-RIFLES/SHOTGUNS

Amends the Firearm Owners Identification Card Act. Provides that the regulation of the acquisition, possession, transportation, storage, purchase, selling, and dealing in rifles and shotguns legally purchased or possessed under federal and State law and their ammunition, components, accessories, and accoutrements is an exclusive State power and function and may not be exercised by units of local government, including home rule units. Provides that the regulation by units of local government, including home rule units, of gun shows and firearm sales to gun club members is limited to imposing licensing fees and occupation and use taxes that are the same for other sporting goods businesses.

DPH - INFECTIONS REPORT

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. In the provision concerning Multidrug-Resistant Organisms (MDROs), requires the Department to publish a yearly report regarding certain MDRO infections based on a surveillance system substantially similar to the Center for Disease Control and Prevention's National Healthcare Safety Network surveillance system (instead of the Hospital Discharge Dataset).

DHFS-NURSING FACILTY-PAYMENTS

Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that specified increased payments and assessments for long-term care providers are not due and payable until after the Department of Healthcare and Family Services notifies the long-term care providers, in writing, that the payment methodologies to long-term care providers required under specified provisions of the Code have been approved by the Centers for Medicare and Medicaid Services of the U.S. Department of Health and Human Services and that federal waivers for the assessment imposed under specified provisions of the Code have been granted by the Centers for Medicare and Medicaid Services of the U.S. Department of Health and Human Services. Effective immediately.

DHFS-STROKE PREVENTION-AFIB

Urges the Illinois Department of Healthcare and Family Services to pursue the feasibility of assessing chronic disease management of stroke prevention in atrial fibrillation, using State or private resources, or both, where available, with the intent of identifying opportunities to reduce the financial and clinical burden of AFib-related strokes upon Illinois in public programs.
