Amends the Illinois Highway Code. Reinstates the ability of road districts and consolidated road districts within counties adjacent to a county with a population of 3,000,000 or more to accumulate up to 50% of the taxes collected for road purposes from a subdivision whose plats were filed or recorded before July 23, 1959. Provides that these accumulated funds may be used for improvement of nondedicated roads within that subdivision, at which point the nondedicated roads will become a part of the township and district road system if those roads also meet criteria established by the counties in which the roads are located. Provides that the total accumulations may not exceed 10% of the total funds held by the road district for road purposes. Effective immediately.

Amends the Property Tax Code. Provides that the collector's books may be created, transmitted, and stored in an electronic format. Effective immediately.
Amends the Eminent Domain Act. Provides that quick-take proceedings may be used for a period of no longer than one year from the effective date by McHenry County for the acquisition of described property for the purpose of reconstruction of the intersection of Miller Road and Illinois Route 31. Effective immediately.
Amends the Prevailing Wage Act. Provides that the term "public works" does not include work done for purposes of soil and water conservation, whether or not done under public supervision or paid for wholly or in part out of public funds, and performed directly by an owner or person who has legal control on agricultural lands. Effective immediately.
Amends the Organ Donor Leave Act. Allows the Director of Central Management Services to set, by administrative rule, the amount of compensated time that an employee may use to donate blood. Acknowledges that technology may advance at a rate that outpaces the General Assembly's ability to address those advances legislatively. Provides that, to the extent that the Act may not expressly apply to those technological advances, the Act should nonetheless be interpreted to further the declared policy of the Act. Defines the terms "blood" and "organ". Effective immediately.
Amends the Nursing Home Care Act. In a provision concerning the reimbursement of receivers by the Department of Public Health adds that a monitor may also be reimbursed. Provides that the Department of Public Health may reimburse the receiver or monitor for its expenses from funds appropriated to the Department by the General Assembly after funds contained in the Long Term Care Monitor/Receiver Fund not allocated for the costs associated with hiring and maintaining of surveyors have been exhausted (currently, after funds contained in the Long Term Care Monitor/Receiver Fund have been exhausted). Effective immediately.
Amends the Critical Health Problems and Comprehensive Health Education Act. Provides that training on how to properly administer cardiopulmonary resuscitation and how to use an automated external defibrillator shall be included as a basis for health education curricula in all secondary schools in this State and shall be a prerequisite to receiving a high school diploma. Effective July 1, 2014.
