Designates the last week of October in 2016 as Dyslexia Awareness Week in the State of Illinois.

Declares "Grayslake Dementia-Friendly" Community Day to coincide with the Alzheimer's Association's "Longest Day of the Year" celebration on June 20, 2016, the summer solstice.

Provides that the Illinois Environmental Protection Agency, in coordination with the Department of Public Health, shall conduct a study of lead in Illinois drinking water describing the chemical and human health impacts of lead in Illinois piped water supplies. Provides that the Agency shall make weekly reports and publish them online. Provides that the Agency shall make a preliminary formal report by September 1, 2016, and a final report by January 1, 2017. Provides that each report shall be delivered to the Governor, the Speaker of the House of Representatives, the President of the Senate, the Minority Leader of the House of Representatives, and the Minority Leader of the Senate, and that each report shall be published online.

Urges Congress to pass legislation to allocate funds from the Interim Storage Fund to the local authorities in Zion and other similarly situated communities to mitigate social and economic impacts arising from the storage of nuclear material.

Creates the Working Group on Local Government Consolidation to identify ways to eliminate barriers to consolidation and resolve certain discrepancies in Illinois statutes governing local governments and special districts in Lake County and the 31st Legislative District.

Proposes to amend the Revenue Article of the Illinois Constitution. Adds a new Section concerning highway funds. Provides that no moneys derived from taxes, fees, excises, or license taxes, relating to registration, titles, operation, or use of vehicles or public highways, roads, streets, bridges, mass transit, intercity passenger rail, ports, or airports, or motor fuels, including bond proceeds, shall be expended for other than costs of administering laws related to vehicles and transportation, costs for construction, reconstruction, maintenance, repair, and betterment of public highways, roads, streets, bridges, mass transit, intercity passenger rail, ports, airports, or other forms of transportation, and other statutory highway purposes, including the State or local share to match federal aid highway funds. Limits the costs of administering laws related to vehicles and transportation to direct program expenses of the Secretary of State, the State Police, and the Department of Transportation related to the enforcement of traffic laws and safety. Provides that the revenues described herein shall not be diverted to any other purpose. Provides that any additional modes of transportation proposed for State funding shall have dedicated sources of funding. Provides that federal funds may be spent for any purposes authorized by federal law. Effective upon being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act.

Creates the Heroin Crisis Act. Contains only a short title provision.

Amends the Illinois Educational Labor Relations Act. Makes a technical change in a Section concerning the purpose of the Act.

Creates the Springfield High Speed Railroad Oversight Act. Provides for the establishment of a diversity program to ensure environmental justice, local involvement, and non-discrimination in all contracts related to the High Speed Rail Project in the City of Springfield and Sangamon County. Sets forth requirements of the program. Establishes the Springfield High Speed Railroad Oversight Commission. Requires the Commission to submit quarterly reports to various state officers and agencies detailing the progress of the project. Defines required terms. Effective immediately.

Amends the Liquor Control Act of 1934. Provides that a person is immune from criminal liability for certain violations of the Act, and a law enforcement officer may not charge or otherwise take a person into custody for those violations, if the law enforcement officer, after making a reasonable determination and considering the facts and surrounding circumstances, reasonably believes that: (1) the law enforcement officer has contact with that person because the person requested medical assistance for an individual who reasonably appeared to be in need of medical assistance due to alcohol consumption; (2) the person provided his or her full name and any other relevant information to the law enforcement officer; (3) the person remained at the scene with the individual needing medical assistance until emergency medical assistance personnel arrived; and (4) the person cooperated with emergency medical assistance personnel and law enforcement officers at the scene. Prohibits a person from initiating or maintaining an action against a law enforcement officer based on the law enforcement officer's compliance or failure to comply with the provisions relating to immunity from criminal liability.
