Amends the Biometric Information Privacy Act. Provides that for the purposes of crime prevention and law enforcement a private detective, private detective agency, private security contractor, or private security contractor agency may collect or capture a scan of a person's face geometry without satisfying specified notice requirements in order to compare the scan to a database of photographs provided to the entity by any federal, State, or local law enforcement agency of persons who have been arrested on a charge of a violation of State or federal law if the entity complies with specified requirements. Effective immediately.
Amends the Illinois Educational Labor Relations Act. Provides that if there is a strike of educational employees in a school district, payment of the district superintendent's salary and the salaries of all other educational administrators must be suspended for the duration of the strike. Effective immediately.
Amends the Riverboat Gambling Act and the Video Gaming Act. Provides that, for the examination of all mechanical, electromechanical, or electronic table games, slot machines, slot accounting systems, and other electronic gaming equipment for compliance with the Acts, the Illinois Gaming Board shall (rather than may) utilize the services of any independent outside testing laboratory that has (rather than one or more independent outside testing laboratories that have been) accredited by a national accreditation body signifying it is qualified to perform such examinations (removing language regarding the Board's judgment of the laboratories qualifications to perform the examinations). Provides that the Board shall not unreasonably withhold its recognition of an accredited independent outside testing laboratory as long as the laboratory is found suitable by the Board and holds a license to perform such examinations in good standing in New Jersey, Nevada, or Mississippi.
Amends the Riverboat Gambling Act. Makes a technical change in a Section concerning the short title.
Amends the Cook County and Cook County Forest Preserve Articles of the Illinois Pension Code. Increases the tax multiplier through the year 2022. Beginning in the year 2023, eliminates the multiplier and provides for the annual required contribution and tax levy to be a sum that, when added to the amounts deducted from the salaries of employees or otherwise contributed by them and revenues from other sources, will equal a sum sufficient to meet the annual actuarial requirements of the pension fund as determined by a qualified actuary retained by the pension fund. Defines the annual actuarial requirements of the pension fund to be (1) the normal cost of the pension fund, plus (2) the annual amount necessary to amortize the fund's unfunded accrued liabilities over a period of 30 years from the effective date of the evaluation. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Line of Duty Compensation Act. Includes court security officers in the definition of "law enforcement officer". Effective immediately.
Amends the Probate Act of 1975. Provides that a claim for punitive damages survives in an action that survives.
Amends the Public Utilities Act. Makes a technical change in the short title Section.
Amends the Cook County Article of the Illinois Pension Code. Allows the board of the Fund to waive the required physician's proof of disability if (1) the employee has been compensated by the county for the disability or specific loss under the Workers' Compensation Act or Workers' Occupational Diseases Act or (2) the employee claims ordinary disability of up to 8 weeks for maternity. Provides that an employee who enters service after December 31, 2016 and who, while in receipt of an ordinary or duty disability benefit, assumes any employment for compensation, shall not be entitled to receive any amount of such disability benefit which, when added to his compensation for such employment during disability, plus any amount payable under the provisions of the Workers' Compensation Act or Workers' Occupational Diseases Act, would exceed the rate of salary on which his disability benefit is based. Effective immediately.
