PUB UTIL-RENEWABLE ENERGY STDS

Amends the Public Utilities Act to establish standards for production of electricity through renewable energy resources. Requires electric utilities and alternative retail electric suppliers to supply to Illinois customers electricity produced from renewable energy resources on an increasing scale beginning at 2% in 2005 and rising to 15% in 2020 and each year thereafter. Provides for enforcement by the Illinois Commerce Commission. Effective immediately.

CIGARETTES & TOBACCO-BAD DEBTS

Amends the Cigarette Tax Act, the Cigarette Use Tax Act, and the Tobacco Products Tax Act of 1995. Provides that, beginning on January 1, 2004, a distributor may deduct the amount of bad debts from the tax imposed under these Acts. Provides that "bad debt" means the taxes attributable to any portion of a debt owed to the distributor that is related to a sale of cigarettes or tobacco products subject to tax under these Acts, that is not otherwise deductible or excludable, that has become worthless or uncollectible, and that meets other criteria. Effective immediately.

VEH CD-SAMPLE REGISTRATION

Amends the Illinois Vehicle Code. Increases the fees for issuance of sample registration plates and stickers from $4 for each plate and sticker to $15 for each plate and $5 for each sticker. Provides that the Secretary of State has sole discretion as to which specialty plates to include in the sample registration plates and stickers program. Provides that the fees collected under the provision shall be deposited into the Secretary of State Special License Plate Fund. Repeals a provision setting a $2 fee for filing a notice or release of a security interest in a motor vehicle.
