Amends the Illinois Lottery Law. Requires the Department of Revenue to establish and maintain a program that allows the purchase of lottery tickets or shares via the Internet through the services of a private vendor. Sets forth requirements for the program. Effective immediately.

Amends the Metropolitan Water Reclamation District Act. Authorizes the District to impose a separate tax for the purpose of providing funds for health care costs, at a rate not to exceed 0.05% of the assessed valuation of the taxable property of the District. Makes a corresponding reduction in the maximum amount of the levy for general corporate purposes. Amends the Property Tax Code to exclude the new tax from the applicable definition of "aggregate extension" for purposes of the Property Tax Extension Limitation Law. Effective immediately.
Amends the Property Tax Code concerning tax sales. Requires the county collector to mail a notice of application for judgment and sale by first-class mail (now, registered or certified mail). In a Section concerning the annual tax judgment, sale, redemption, and forfeiture record, provides that the record must be prepared on or before the day on which application for judgment is to be made (now, at least 5 days before the day on which application for judgment is to be made). Provides that certain formatting and maintenance requirements apply only to the final record. Effective immediately.
Amends the Use Tax Act and the Retailers' Occupation Tax Act. Provides that the manufacturing and assembling machinery and equipment exemption also includes production related tangible personal property. Defines "production related tangible personal property" as all tangible personal property used or consumed by the purchaser in a manufacturing facility in which a manufacturing process takes place, including tangible personal property purchased for incorporation into real estate within a manufacturing facility and including, but not limited to, tangible personal property used or consumed in activities such as research and development, preproduction material handling, receiving, quality control, inventory control, storage, staging, and packaging for shipping and transportation purposes. Provides that "production related tangible personal property" does not include (i) tangible personal property used, within or without a manufacturing facility, in sales, purchasing, accounting, fiscal management, marketing, personnel recruitment or selection, or landscaping or (ii) tangible personal property required to be titled or registered with a department, agency, or unit of federal, state, or local government. Effective immediately.
Amends the Property Tax Code. Makes a technical change in a Section concerning the definition of "taxing district".
Amends the Corporate Fiduciary Act. Authorizes any bank or trust company to purchase services or products from an affiliate of the bank or trust company if the purchase is otherwise prudent and not prohibited by the instrument governing the fiduciary relationship. Provides that compensation for the services or products may be in addition to any compensation to which the bank, trust company, or its affiliate is otherwise entitled as a fiduciary. Provides that the bank or trust company must disclose, in a specified manner, any purchase from an affiliate. Applies to any bank or trust company doing banking or trust business in this State, including any national bank, national trust company, or its affiliates. Effective January 1, 2006.
Amends the Local Government Prompt Payment Act to authorize construction related contracts covered by the Act to include retainage provisions. Sets forth certain conditions for these retainage provisions. Provides that if the local government entity fails to pay any invoice within 30 days of approval or fails to approve or disapprove the invoice within the time required to approve or disapprove a bill, plus an additional 30 days, the contractor and subcontractors not paid may suspend performance under the construction contract or subcontracts without penalty until the overdue payment or payments are made. Sets forth that interest payments received pursuant this Act shall be disbursed to subcontractors and material suppliers to whom payment has been delayed on a pro rata basis. Authorizes contractors, subcontractors, and material suppliers to recover the interest payable under this Act in any action pursuant to Section 23 of the Mechanics Lien Act or pursuant to the Public Construction Bond Act.
Amends the Workers' Compensation Act. Makes a technical change in a Section concerning the application of the Act.
Amends the Illinois Highway Code. Makes a technical change in a Section concerning the short title.
Amends the Public Funds Statement Publication Act. Deletes a provision that a public official who receives all or any part of his or her funds from the county collector, the county treasurer, or the township collector must file, with each of those officers from whom funds are received, a certified copy of a published financial statement or audit. Provides, instead, that if the county treasurer receives notice from the county clerk that the public officer has failed to comply with certain publication requirements, then the county treasurer shall withhold the payment to that public official of any and all funds until the county clerk has verified that the public official has complied with the requirements. Effective immediately.
