Amends the Illinois Vehicle Code. Provides that, if a damaged vehicle is obstructing traffic lanes, the driver of the vehicle must make every reasonable effort to move the vehicle or have it moved so as not to block the traffic lanes. Provides that, if any peace officer or highway authority official finds a vehicle standing upon a highway in violation of a parking restriction or a disabled vehicle blocking a roadway, he or she may move the vehicle, require its operator to move the vehicle, or provide for its removal by a third party. Provides that the vehicle may be moved to the shoulder of the road, to a position where parking is permitted, or to public parking or storage premises. Provides that a towing service is not liable for any loss or damages to real or personal property that occurs as a result of the removal or towing of the vehicle.

Amends the Mental Health and Developmental Disabilities Administrative Act. Provides that the Department of Human Services shall establish a system of regular and ongoing on-site inspections of each facility under its jurisdiction including surveillance procedures designed to identify and prevent abuse and neglect. Provides that the surveillance procedures must include, but not be limited to, the use of security cameras and the use of persons to perform covert investigations of the daily operation of the facility.
Amends the Metropolitan Water Reclamation District Act. Provides that the District may establish one or more post employment benefit trusts for the funding and payment of certain benefits for retired, disabled, or terminated employees. Effective immediately.
Amends the Public Funds Statement Publication Act. Deletes a provision that a public official who receives all or any part of his or her funds from the county collector, the county treasurer, or the township collector must file, with each of those officers from whom funds are received, a certified copy of a published financial statement or audit. Provides, instead, that if the county treasurer receives notice from the county clerk that the public officer has failed to comply with certain publication requirements, then the county treasurer shall withhold the payment to that public official of any and all funds until the county clerk has verified that the public official has complied with the requirements. Effective immediately.
Amends the Toll Highway Act. Provides that the Illinois State Toll Highway Authority shall provide that vehicles owned or operated by the Suburban Bus Division of the Regional Transportation Authority to transport passengers for hire are exempt from paying tolls for operation on highways under the Authority's jurisdiction. Provides that the provision allowing the vehicles to use the Toll Highway System without payment of tolls shall not be applied in a manner that impairs the rights of the holders of bonds issued by the Authority.
Amends the Property Tax Code concerning tax sales. In a Section concerning the annual tax judgment, sale, redemption, and forfeiture record, provides that the record must be prepared on or before the day on which application for judgment is to be made (now, at least 5 days before the day on which application for judgment is to be made). Provides that certain formatting and maintenance requirements apply only to the final record. Effective immediately.
Amends the School Code. With respect to the Alternative Teacher Certification program, provides that a provisional alternative teaching certificate may be issued to an applicant who has attained at least a cumulative grade average of a "B" if the individual is assigned either to a school district that has not met the annual measurable objective for highly qualified teachers required by the Illinois Revised Highly Qualified Teachers (HQT) Plan or to a school district whose data filed with the State Board of Education indicates that the district's poor and minority students are taught by teachers who are not highly qualified at a higher rate than other students (instead of just if the applicant has been employed for a period of at least 5 years in an area requiring application of the individual's education). Effective immediately.
Amends the Environmental Protection Act. Creates the Plastic Carryout Bag Recycling Program. Requires retailers that distribute plastic carryout bags to consumers to implement a plastic carryout bag collection and recycling program. Sets out plastic carryout bag recycling program requirements. Provides that retailers subject to these provisions shall maintain records detailing the collection, transport, and recycling of plastic carryout bags distributed by the retailer. Provides that any manufacturer of plastic carryout bags shall develop educational marketing materials to encourage the reusing and recycling of plastic carryout bags, and shall make those materials available to retailers.
Creates the Illinois Food, Farms, and Jobs Act and the Illinois Local and Organic Food and Farm Task Force. Sets out the composition of the Task Force. Provides that the Task Force shall develop a plan for expanding and supporting a State local and organic food system and for assessing and overcoming obstacles to an increase in locally grown food and local organic food production. Sets out the contents of the plan. Amends the State Finance Act to create the Illinois Local Organic Food and Farm Fund. Effective immediately.
Amends the Environmental Protection Act. With respect to the additional 50-cent new or used tire fee collected from retail customers, eliminates a provision terminating the fee on January 1, 2008. Makes revisory changes. Effective July 1, 2007.
