Amends the Election Code. Authorizes the State Board of Elections, in the final disposition of any matter, to impose a fine for semi-annual campaign finance reporting violations in an amount from 10% to 100% of the total amount of untimely reported contributions and expenditures.

Amends the Telecommunications Excise Tax Act. Makes a technical change in a Section concerning the short title.

Amends the Pharmacy Practice Act of 1987. Provides that a pharmacist may not interchange an anti-epileptic drug or formulation of an anti-epileptic drug for the treatment of epilepsy without notification and the documented consent of the prescribing physician and the patient or the patient's parent, legal guardian, or spouse (now, a pharmacist may not interchange the drug or formulation without notification and documented consent when the prescribing physician has indicated on the original prescription "dispense as written" or "may not substitute"). Effective immediately.
Creates the Painting, Drywall Finishing, and Glazing Contractor Licensing Act. Regulates painting, drywall finishing, and glazing contractors through licensure requirements. Provides for enforcement of the Act by the Department of Financial and Professional Regulation and the Painting, Drywall Finishing, and Glazing Contractor Licensing Board. Amends the Regulatory Sunset Act to set a repeal date for the Painting, Drywall Finishing, and Glazing Contractor Licensing Act of January 1, 2018. Effective immediately.
Amends the Residential Mortgage License Act of 1987. Makes a technical change in a Section concerning the necessity of obtaining a license.
Amends the Code of Civil Procedure. Provides that a victim of childhood sexual abuse has 2 years from the effective date of the amendatory Act to file an action for any claim arising out of childhood sexual abuse, and that the 2-year period applies regardless of when the abuse occurred and regardless of the expiration of any limitation period. States that: it is the intent of the General Assembly that the change to the limitation period is necessary to protect children from sexual abuse and the aftermath of such abuse; the interest in preventing and remedying childhood sexual abuse must prevail over any rights that perpetrators of childhood sexual abuse or those that protect them have in civil courts; and that justice, fairness, and public policy require that the changes should apply retroactively to all actions that have not been adjudicated as time barred. Applies to actions pending on the effective date of the amendatory Act and to those filed on or after that date. Effective January 1, 2008.

Amends the Residential Mortgage License Act of 1987. Provides that certain loan originators that are now exempt shall be subject to registration. Provides that an employee of a loan originator is exempt from registration.
Amends the Renter's Financial Responsibility and Protection Act. Provides for a uniform limit on the amount per day that the renter of a vehicle may be charged for collision damage waivers (rather than providing a limit that is lower than the uniform limit amount if the rental vehicle type has a suggested retail price of $30,000 or less and a limit that is higher than the uniform limit amount if the rental vehicle type has a suggested retail price of more than $30,000).
