JOINT COMMISSION-ETHICS

Creates the Joint Commission on Ethics and Lobbying Reform to review and make recommendations for changes to the State Officials and Employees Ethics Act, the Illinois Governmental Ethics Act, the Lobbyist Registration Act, the Public Officers Prohibited Activities Act, and Article 50 of the Illinois Procurement Code. House Floor Amendment No. 1 Replaces everything after the heading. Reinserts the provisions of the Resolution as introduced, with technical changes regarding appointments by the Governor, the Attorney General, and the Secretary of State.

EARLY CHILDHOOD ED CRISIS

Urges the General Assembly to take action to modernize its early childhood education funding and teacher qualification standards to address the early childhood workforce crisis. Urges the Governor of Illinois to increase early childhood education provider representation on the Illinois Learning Council, the DCFS Daycare Advisory Council, the DHS Childcare Advisory Council, and the Professional Development Advisory Council to assure provider voices are heard as early childhood education policy is developed and implemented.
