ASSESSOR-STATE STIPEND

Amends the Property Tax Code concerning the assessor's stipend paid by the State. Provides for population determination by the latest census and for computation of the coefficient of dispersion and median levels of assessment.

REDEPLOY ILLINOIS PROGRAM

Amends the Probation and Probation Officers Act. Creates the Redeploy Illinois Program. Permits pilot projects in which a county or group of counties may develop an agreement with the Supreme Court to reduce their number of commitments of juvenile offenders to the Department of Corrections, and then use the savings to develop local programming for youth who would otherwise have been committed to the Department of Corrections. Provides that the county or group of counties shall agree to limit their commitments to 75% of the level of commitments from the average number of juvenile commitments for the past 3 years, and shall receive the savings to redeploy for local programming for juveniles who would otherwise be held in confinement.

PROCUREMENT CODE-CONSTRUCTION

Amends the Illinois Procurement Code. Provides that to be considered a responsible bidder on a construction contract for purposes of the Code, a bidder must comply with certain requirements and must present satisfactory evidence of that compliance to the appropriate construction agency. The requirements include compliance with laws concerning the bidder's entitlement to conduct business in Illinois, compliance with the Prevailing Wage Act, compliance with federal "Equal Employment Opportunities" provisions, having certain insurance coverage, and participation in federally approved apprenticeship and training programs.
