Creates the Anti-Obesity and Related Comorbidities Therapy Act and amends the Illinois Public Aid Code. Requires the Department of Public Health to develop a program to provide obese or at-risk overweight medically indigent patients with services for the treatment and prevention of obesity and its related comorbidities. Provides for coverage of the program services under Medicaid. Effective immediately.

Amend the Human Rights Act. Provides that discrimination against a person because of his or her parental status constitutes unlawful discrimination. Defines "parental status" as the status of having or not having a child. Effective immediately.

Amends the State Finance Act and the Illinois Public Aid Code. Directs the Department of Human Services to establish a Neighbor-to-Neighbor Child Care Training and Education Pilot Program to train and educate public aid recipients for jobs in child care or assist them in securing appropriate licenses or permits to operate a child care facility. Provides for grants to local community-based agencies to implement training and education programs. Creates the Child Care Training and Education Pilot Program Fund in connection with financing of the pilot program. Repeals the pilot program provisions on July 1, 2006. Effective immediately.

Amends the Motor Vehicle Retail Installment Sales Act. Provides that there is an affirmative obligation and duty to disclose to an obligor under a retail installment contract: (i) any agreement to sell, assign, or otherwise transfer the contract to a third party for an amount that is equal to, in excess of, or less than the amount financed under the contract, (ii) that the assignee may pay the seller all or a portion of the prepaid finance charges and other fees, and (iii) the applicable buy rate, annual percentage rate, and yield spread premium. Deletes a provision concerning a violation of the Act, and adds a provision making a violation of the Act an unfair and deceptive act or practice in violation of the Consumer Fraud and Deceptive Business Practices Act (and amends the Consumer Fraud and Deceptive Business Practices Act accordingly). Makes other changes.

Creates the Physical Fitness Facility Medical Emergency Preparedness Act. Requires various physical fitness facilities, including (i) facilities owned or operated by a unit of local government or by a school, college, or university, (ii) golf courses, and (iii) health or fitness clubs, to develop and implement a plan for responding to medical emergencies and to file a copy of the plan with the Department of Public Health. Requires each such facility to have on its premises at least one automated external defibrillator (AED) and a trained AED user. Authorizes the Department of Public Health to inspect physical fitness facilities to investigate complaints and to ensure compliance with the Act. Authorizes the Department to impose monetary penalties for violations of the Act. Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act to provide a tax exemption for private physical fitness facilities in connection with the purchase of AEDs.

Amends the Mental Health and Developmental Disabilities Administrative Act. Creates the Community Developmental Disability Services Medicaid Trust Fund consisting of funds paid to the State by the federal government under Title XIX or Title XXI of the Social Security Act for services delivered by community developmental disability services providers. Provides that the Department of Human Services shall reimburse community developmental disability services providers out of the Fund for Medicaid-reimbursed developmental disability services provided to eligible individuals. Repeals the Community Mental Health and Developmental Disabilities Services Provider Participation Fee Trust Fund.

Creates the Profiteering in Prescription Drugs Act. Provides that a manufacturer, distributor, or labeler of prescription drugs engages in illegal profiteering if that manufacturer, distributor, or labeler (i) exacts or demands an unconscionable price, (ii) exacts or demands prices or terms that lead to an unjust or unreasonable profit, (iii) discriminates unreasonably against any person in the sale, exchange, distribution, or handling of prescription drugs dispensed or delivered in this State, or (iv) intentionally prevents, limits, lessens, or restricts the sale or distribution of prescription drugs in this State. Provides a right of action and a civil penalty for violation. Provides that violation is a violation of the Consumer Fraud and Deceptive Business Practices Act. Effective immediately.

Creates the Illinois Consumer-Directed Care Act. Requires the Illinois Department on Aging, in conjunction with the Illinois Department of Public Aid, the Illinois Department of Public Health, and the Illinois Department of Human Services, to establish the consumer-directed care program as a demonstration program. Provides eligibility requirements for those enrolled in the program. Provides that consumers enrolled in the program shall be given a monthly budget allowance based on the results of their assessed functional needs and the financial resources of the program. Provides that consumers may use the budget allowance to pay only for home and community-based services that meet the consumer's long-term care needs and that are a cost-efficient use of funds. Sets forth the roles and responsibilities for consumers, State agencies, and fiscal intermediaries in administrating the program. Requires that all persons who render care under this Act must comply with the requirements of the Health Care Worker Background Check Act. Requires the Department on Aging to submit an annual report to the General Assembly. Repeals the Act on January 1, 2008.

Amends the Illinois Public Aid Code. Provides that the Department of Public Aid may not impose any prior authorization requirement on any drug used to treat either HIV infection or any opportunistic infection associated with HIV/AIDS. Effective immediately.
