Sen. Mattie Hunter

Amends the Criminal Code of 1961. Changes references in the statute on unlawful sale of firearms from "sell" or "give" to "transfer". Prohibits multiple sales of handguns within a 30-day period. Creates the offense of unlawful acquisition of handguns. Provides exemptions and affirmative defenses. Penalty is a Class A misdemeanor for a first offense and a Class 4 felony for a second or subsequent offense.

Amends the Code of Civil Procedure to prohibit court orders and judgments from concealing public hazards. Effective July 1, 2003, and applies to causes of action accruing on or after that date.

Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the Department of Public Health.

Amends the Hospital Licensing Act. Makes a technical change in a Section concerning the short title.

Creates the Epilepsy Disease Assistance Act and amends the State Finance Act and the Illinois Income Tax Act. Requires the Department of Public Health to develop standards for conducting research and for other activities concerning epilepsy by January 1, 2005. Provides for an Epilepsy Advisory Committee. Provides for regional epilepsy center grants-in-aid. Creates the Regional Epilepsy Center Grants-in-Aid Fund as a special fund in the State treasury for the purpose of funding the grants-in-aid, and authorizes an Illinois income tax checkoff for contributions to the fund. Effective immediately.

Amends the Critical Health Problems and Comprehensive Health Education Act. Makes a technical change in a Section concerning the short title of the Act.

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that, subject to appropriation, the Department of Public Health shall establish a childhood obesity prevention program designed to prevent and reduce the incidence and prevalence of obesity in children and adolescents, especially among populations with high rates of obesity and obesity-related health complications. Requires the Department to periodically collect and analyze information from certain sources in order to (i) determine the prevalence of childhood obesity in the State and (ii) evaluate the effectiveness of the program. Provides that the Director of Public Health may directly administer the program and authorizes the Department, subject to appropriation, to make grants for community-based projects targeted at populations at high risk for childhood obesity. Effective immediately.

Amends the Illinois Public Aid Code. Provides that effective July 1, 2003, the Department of Human Services must establish a housing allowance to be included in TANF grant amounts for families who do not reside in public housing or receive a governmental housing subsidy. Effective July 1, 2003.

Creates the Disclosure of Ingredients in Tobacco Products Act. Provides that, beginning in the year 2005, any manufacturer of cigarettes, snuff, or chewing tobacco shall provide the Department of Public Health with an annual report that lists specified information for each brand of product sold.

Amends the Regional Transportation Authority Act. Makes a technical change in a Section concerning the Board of Directors.
