Amends the Motor Fuel Tax Law. Provides that certain distributions must be made to counties with more than 3 million inhabitants (now, 1 million inhabitants). Effective immediately.
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Establishes the Asthma Mobile Pilot Program, and provides that, subject to appropriations, the Department of Public Health shall issue a grant for the program. Provides that the 5-year pilot program shall include: initial respiratory health screenings; diagnosis and followup medical care from pediatricians specializing in asthma management; bilingual, individualized family education sessions; in-home asthma trigger assessments; Covering All Kids Insurance Program application assistance; and extensive primary care physician outreach and education. Requires the grant recipient to collect certain data. Requires the Department to submit an annual report to the General Assembly. Effective July 1, 2009.
Amends the Nursing Home Care Act. Makes a technical change in a Section concerning funds of residents.
Mourns the death of Bishop Arthur Brazier.
Amends the Illinois Public Aid Code. In provisions concerning child care co-payments, provides that the amount of a family's co-payment shall not exceed the sum of certain percentages of the family's countable income, based on the relationship of that income to the federal poverty level. Provides that a family with countable income below 50% of the federal poverty level shall have a co-payment of $1 per week. Requires a reduction of co-payments within 60 days after the effective date of the amendatory Act, and requires that these limitations on co-payments be fully in effect no later than July 1, 2010. Effective immediately.
Amends the Department of Human Services Act. Provides that the Secretary of Human Services shall appoint an individual within the Department to coordinate with other State agencies to ensure that all programs that impact the prevention and treatment of diabetes are coordinated, that duplication of efforts are minimized, and that the impact of such programs are maximized in an attempt to reduce the health consequences and complications of diabetes in Illinois. Provides that the Department shall serve as the central repository for the State of Illinois for data related to the prevention and treatment of diabetes.
Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning the Public Aid Recoveries Trust Fund.
Amends the Illinois Public Aid Code. Changes the definition of the term "recipient", as used in specified provisions under the Code, to mean persons who receive aid under the Temporary Assistance For Needy Families (TANF) Program for themselves and nonrecipient parents receiving aid for their children (rather than persons who receive aid under the TANF program). Provides for additional circumstances under which a TANF recipient is exempt from participating in the Department of Human Services' education, training, and employment program. Effective immediately.
Resolves to support the empowerment of Local School Councils as effective local, publicly-elected decision-making bodies in the City of Chicago and sponsor subject-matter hearings on the needs of Local School Councils to ensure their continued success.
