Amends the Illinois Vehicle Code and the Illinois Marriage and Dissolution of Marriage Act. Provides that the court, upon finding that a party engaged in visitation abuse, may: suspend the offending party's Illinois driving privileges pursuant to the Illinois Vehicle Code until the court has determined that there has been sufficient compliance for a sufficient period of time with the court's order concerning visitation and that full driving privileges shall be reinstated; order that the offending party be issued a family responsibility driving permit to allow limited driving privileges for employment and medical purposes; order that an entity that issued a professional license to the offending party suspend or revoke the party's professional license for a period of no more than 6 months; and fine the party not more than $500 for each finding of visitation abuse. Provides that if a parent has been previously found in contempt by the court for visitation abuse, the court may further: incarcerate the offending parent one day for each day of denied visitation; or require the offending party to post a $5,000 bond subject to forfeiture for the purpose of assuring compliance with future visitation. Amends the Illinois Youth and Young Adult Employment Act of 1986. Relocates the Community Youth Employment Program to the Illinois Youth and Young Adult Employment Act of 1986. Provides that the Department of Natural Resources instead of the Department of Commerce and Economic Opportunity shall administer the competitive grant program to provide up to 5,000 youths with stipends or wages, or both, and supervision for up to a 10-week summer work program. Repeals the Community Youth Employment Act. Effective immediately.
Appropriates $2,700,000 to the Department of Public Health from the General Revenue Fund for grants and administrative expenses associated with Diabetes Prevention and Control. Appropriates $250,000 to the Department of Public Health from the Diabetes Research Checkoff Fund for Diabetes Research. Effective immediately.
Amends the Code of Criminal Procedure of 1963. Makes a technical change in a Section concerning a defendant's waiver of his or her right to be present during trial.
Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning payment under the Medicaid program for obligations incurred but not paid for at the time of a recipient's death.
Amends the Illinois Procurement Code. Provides that each public institution of higher education shall provide the Chief Procurement Officer and the Procurement Policy Board (now, just the Chief Procurement Officer) with a report of, and, upon request, copies of, contracts that are related to the procurement of certain goods and services. Provides that certain procurements by or on behalf of public institutions of higher education shall be made in accordance with the requirements of the Code (now, in accordance with the requirements of the Code to the extent practical). Provides that the Chief Procurement Officer, with the approval of the Procurement Policy Board (now, approval of the Procurement Policy Board is not required), may waive registration, certification, and sole source hearing (now, and hearing) requirements for a public institution of higher education if compliance is impractical. Provides that the Chief Procurement Officer, with the approval of the Executive Ethics Commission and the Procurement Policy Board (now, just the approval of the Executive Ethics Commission), may permit a public institution of higher education to accept a bid or enter into a contract with a business that assisted the public institution of higher education in determining whether there is a need for a contract. Effective immediately.

Amends the Covering ALL KIDS Health Insurance Act. Makes a technical change in a Section concerning the short title.
Amends the Alcoholism and Other Drug Abuse and Dependency Act. Makes changes to various provisions concerning the Department of Human Services' functions under the Act; reporting deadlines; licensure requirements; the development of a statewide prevention system; comprehensive treatment services; discrimination in health coverage and the provision of health care services; and other matters. Defines terms. Renames the Compulsive Gambling Program the Disordered Gambling Program. Effective immediately.
