Amends the Developmentally Disabled Care Provider Fund Article of the Illinois Public Aid Code. Provides that a developmentally disabled care facility that has delayed payment due to the State's failure to reimburse for services rendered may request an extension of the due date for payment and shall pay the assessment within 30 days of reimbursement by the Department of Healthcare and Family Services for the period the assessment is levied. Provides that the Department shall not deny a request for delay of payment of the assessment if the developmentally disabled care provider has not been paid for services provided during the quarter on which the assessment is levied. Effective immediately.

Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section creating the civil administrative agencies.
Appropriates $2 from the General Revenue Fund to the Department of Human Services for a youth employment program. Effective July 1, 2013.
Amends the Unified Code of Corrections. Makes a technical change in a Section concerning the organization of the Department of Corrections and the Department of Juvenile Justice.
Amends the Disabled Persons Rehabilitation Act. Makes a technical change in a Section concerning the purpose of the Act.
Amends the Illinois Insurance Code, the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, and the Voluntary Health Services Plans Act to provide that accident and health insurance policies and managed care plans must provide coverage for telemedicine services. Provides that the required coverage for telemedicine services shall be subject to the same deductible, coinsurance, and copayment as if the telemedicine services were provided through face-to-face interactions between patients and their providers.
Amends the Chicago Teacher Article of the Illinois Pension Code. Provides that the Chicago Board of Education shall levy a property tax annually at a rate that will produce an amount equal to the amount of member contributions to the Fund during the fiscal year 2 years prior to the year for which the tax is levied, subject to a maximum rate of .26%. Provides that the Board of Education shall use the proceeds of the tax for the purpose of making employer contributions to the Chicago Teachers' Pension Fund. Effective immediately.
Amends the Sexually Violent Persons Commitment Act. Makes a technical change in a Section concerning the civil nature of the proceedings.
Amends the Abused and Neglected Child Reporting Act. Provides that the Department of Children and Family Services shall, by rule, establish conditions under which an indicated finding that is properly appealed may be expunged upon completion of a course of services prescribed by the Department. Provides that notwithstanding the expiration of the deadline for appealing an indicated report and notwithstanding the previous issuance of a non-appealable final administrative decision denying a request to expunge an indicated report, and pursuant to the Child Protective Service Unit's authority to amend reports, the Director of the Department or his or her designee shall have the exclusive discretion, on the ground of manifest injustice, to expunge from the central register either an indicated report or the name of a specified perpetrator or to reduce the length of time for which the specified perpetrator's name is to remain registered on the central register. Further provides that in the alternative, the Director or his or her designee shall have the exclusive discretion to direct that the issue of expungement of an indicated report or of expungement of the name of a specified perpetrator be re-opened for an evidentiary hearing on the merits. Effective immediately.
Amends the Illinois Veteran, Youth, and Young Adult Conservation Jobs Act. Creates the Illinois Young Adult Recreation Corps for the purpose of making grants to local sponsors to provide wages to young adults operating and instructing in conservation or recreational programs. Provides that local sponsors who can provide necessary facilities, materials, and management for summer conservation or recreational activities within the community may apply to the Department of Natural Resources for a grant under the Act for the purpose of hiring managing supervisors and eligible young adults for conservation or recreational programs. Provides that the Illinois Young Adult Recreation Corps shall be limited to citizens of this State who, at the time of enrollment, are unemployed, are 18 through 25 years of age, and who have skills that can be used in the summer conservation or recreational program. Provides that the Department shall adopt reasonable rules pertaining to the administration of the Illinois Young Adult Recreation Corps. Effective immediately.
