SCH CD-DEAF-VISUAL IMP-NOTIFY

Amends the School Code. In a provision concerning the notification of a child's possible eligibility to receive services from the Illinois School for the Deaf or the Illinois School for the Visually Impaired, requires the school district to further notify parents and guardians of eligible children of the existence of other, local facilities that provide services similar to these schools and the services that the facilities provide. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

HOSP REPORTS - DPH DISCLOSURES

Amends the Department of Public Health Powers and Duties Law. Authorizes the Department of Public Health to establish reasonable rates for certain persons and entities requesting electronic access to certain types of patient data collected under the Illinois Health Finance Reform Act. Requires all moneys received by the Department from such procedures to be deposited into the Public Health Special State Projects Fund. Provides that the Department shall comply with State and federal laws to protect patient confidentiality. Effective immediately.

MARRIAGE ACT-MAINTNCE INTERST

Amends the Illinois Marriage and Dissolution of Marriage Act. Provides that any maintenance obligation including any unallocated maintenance and child support obligation that becomes due and remains unpaid for 30 days or more shall accrue simple interest at the rate of 9% per annum.

URGE CONGRESS-MILITARY KIDS ED

Urges Congress to take all steps necessary, by means of substantive legislation and by means of appropriation, to provide adequate Impact Aid and Impact Aid supplement funding to the Department of Education and the Department of Defense to ensure that the children of military families attending local public schools receive the same level of educational opportunity available to children in neighboring, non-federally impacted school districts.

Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Allows the distribution of a portion of the tax increment funds to library districts in the redevelopment project area that meet certain criteria.

GOVT ETHICS-ECON STATEMENT

Amends the Illinois Governmental Ethics Act. Changes the interests required to be reported in the statement of economic interests to disclose information about (i) all income other than compensation for the government service that necessitates the statement, (ii) certain types of liabilities, (iii) honoraria and gifts redirected to charities, and (iv) certain types of gifts received by the spouse and immediate family members of the person making the statement. Defines "income" and provides categories of monetary value with which to report various types of income. Amends the State Gift Ban Act. Adds captions to the various categories of exemptions from the gift ban. Effective January 1, 2004.
