IEMA-LOWLEVEL RADIOACTIVE WSTE

Amends the Illinois Low-Level Radioactive Waste Management Act to reflect the Illinois Emergency Management Agency's assumption of duties assigned to the Agency's predecessor, the Department of Nuclear Safety. Effective immediately.

PURCHASE CARE & GRANT ADJUST

Creates the Purchase of Care and Grant Adjustment Act. Provides that purchase of care contracts and grant agreements for services to persons with disabilities that are entered into between specified agencies and a private community-based contractual provider or grantee must provide for annual adjustments in accordance with the non-seasonally-adjusted Employment Cost Index for total compensation for civilian workers compiled by the U.S. Bureau of Labor Statistics. Effective July 1, 2007.

COLLABORATIVE BACC DEGREE GRNT

Amends the Board of Higher Education Act. Provides that the Board of Higher Education shall implement and administer a grant program, to be referred to as the Collaborative Baccalaureate Degree Development Grant Program, to help deliver upper division courses and bachelor's degree programs offered by bachelor's degree-granting colleges and universities at a location geographically convenient to student populations currently being served by existing public community colleges. Provides that a grant application must be jointly submitted by one public community college and one or more public or private, not-for-profit, 4-year colleges or universities. Provides that the Board shall require that each partnering institution (both the community college and the 4-year institution or institutions) must also invest in the partnership.

SCH CD-SICK LEAVE-BIRTH-ADOPT

Amends the School Code. In school districts other than the Chicago school district, allows sick leave for birth, adoption or placement for adoption, or foster care of a child. Allows the school board to require a certificate from a physician or other health care provider as a basis for pay during this leave after an absence of 30 days. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

VEH CD-EXCESSIVE IDLING

Amends the Illinois Vehicle Code. Provides that a vehicle using diesel fuel with a Gross Vehicle Weight Rating of more than 8,000 pounds may not have its engine idling for more than 3 minutes within any 60 minute period. Creates exemptions. Provides that a violation is a petty offense punishable by a fine of $100 for a first offense and $500 for a second or subsequent offense within any 12 month period. Provides that the provision applies on highways and elsewhere throughout the State.
