Urges the Governor to appoint individuals who truly represent municipalities to the 3 municipal positions on the Elevator Safety Review Board.

Amends the State Treasurer Act. Requires the Treasurer to post information on his or her official website concerning the investment of public funds. Sets forth the required information. Does not require posting of information that is exempt from inspection and copying under the Freedom of Information Act.
Amends the Environmental Protection Act. Makes a technical change in a Section concerning the short title.
Amends the Counties Code, if and only if House Bill 656 of the 95th General Assembly becomes law. Provides that the County Boards of DuPage, Kane, Lake, McHenry, and Will counties must report annually to the General Assembly and the Commission on Government Forecasting and Accountability certain information regarding moneys received from a retailers' occupation tax and a service occupation tax imposed by the Regional Transportation Authority. Effective immediately.
Amends the Election Code. With respect to a voter entitled to personal delivery of a ballot due to admission to a hospital, nursing home, or rehabilitation center not more than 5 days before an election, includes persons who, if released before or on the day of the election, are expected to be homebound and unable to travel to the polling place.
Amends the Illinois Municipal Code. Provides that any decision by the corporate authorities of any municipality regarding any petition or application for a special use, variance, rezoning, or other amendment to a zoning ordinance (instead of any special use, variance, rezoning, or other amendment to a zoning ordinance adopted by the corporate authorities of the municipality) is subject to de novo judicial review.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning financial exploitation of an elderly person.
Amends the State Commemorative Dates Act. Designates each February as Women's Heart Disease Awareness Month.
Amends the State Property Control Act and the Eliminate the Digital Divide Law. Provides that State employers and agencies may donate their used computers free of charge to individuals and entities within the State that are negatively impacted by the digital divide. Provides that the Department of Commerce and Economic Opportunity shall establish rules for distributing the computers.
Appropriates $64,200,000 from the General Revenue Fund to the Department on Aging for vendors of homemaker, chore, and housekeeping services to increase the wages paid to employees who provide homemaker, chore, and housekeeping services and to provide health insurance coverage to those employees and their dependents. Effective immediately.
