Amends the Environmental Protection Act. Authorizes local health departments to aid in investigations, make recommendations, and initiate enforcement actions concerning permits for community-based wastewater systems. Provides that, as part of its review process, and for ongoing oversight, local health departments are authorized to charge a reasonable fee to the wastewater system owners.

Appropriates $10,000,000 from the General Revenue Fund to the Local Health Protection Grant Fund. Effective July 1, 2008.
Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act to provide coverage for habilitative services, including, but not limited to occupational therapy, physical therapy, and speech therapy for children under the age of 19 with congenital or genetic defects existing at or from birth or with a defect acquired at a young age. Amends the State Mandates Act to require implementation without reimbursement.
Amends the Compensation Review Act. Terminates the terms of the 12 current members of the Compensation Review Board and provides for appointment of 10 new members by the State executive branch constitutional officers (other than the Lieutenant Governor), the legislative leaders, and the Auditor General (now, appointed by the legislative leaders). Specifies additional qualifications for members and their terms. In recommending compensation, requires that the Board consider the current automatic cost-of-living adjustment. Requires that the Board evaluate all compensation factors openly at its public hearings and include its recommendations in its minutes. Requires that the Board maintain an official website and specifies its contents. Requires that the Board prepare and file a separate report with respect to each of the 3 branches of State government (now, the Board prepares and files one report). Provides that a Compensation Review Board report is effective if approved in whole or reduced by a resolution adopted by the General Assembly (now, effective unless disapproved in whole or reduced by a resolution adopted by the General Assembly). Removes an obsolete reference to the period for disapproval of the Board's initial report. Makes other changes. Effective immediately.
Makes supplemental appropriations for the Department of Transportation.
Creates the State Board Appointee Ethics Act. With respect to gubernatorial appointees to State boards, commissions, authorities, and task forces, prohibits them from holding 2 or more appointments simultaneously and from making campaign contributions to holders of and candidates for statewide and legislative offices and requires them to participate in exit interviews upon expiration or resignation of appointment. Provides for establishment and maintenance within the Office of the Governor of an Office of Boards and Commissions to recommend nominees for appointment and to maintain information on the Department of Central Management Services' website concerning appointment vacancies and the qualifications and partisan background of appointment nominees. Provides for the establishment and maintenance within the Office of the Attorney General of an Office of Independent Legal Advisor to Boards and Commissions to provide appointees with legal guidance concerning board issues and to provide new appointees with materials designed to ensure the highest ethical conduct.
Amends the Children with Disabilities Article of the School Code. With respect to the special education reimbursement to school districts for teachers, provides that the reimbursement is for staff working on behalf of certain children (instead of for those children), and provides for a specified increase in the reimbursement from the 2008-2009 school year through the 2013-2014 school year. For each school year thereafter, provides that the reimbursement amount shall equal the amount from the previous school year increased by a percentage increase equal to the percentage increase, if any, in the Consumer Price Index for All Urban Consumers for all items. Increases the reimbursement to school districts for certificated employees who work with or on behalf of students with disabilities full time (instead of teachers, professional workers, directors, school psychologists, and readers) and non-certified employees (instead of necessary non-certified employees) by a specified amount from the 2009-2010 school year through the 2013-2014 school year. For each school year thereafter, provides that the reimbursement amount shall equal the amount from the previous school year increased by a percentage increase equal to the percentage increase, if any, in the Consumer Price Index for All Urban Consumers for all items. Effective immediately.
Appropriates $1,000,000 from the General Revenue Fund to the Department of Human Services for the funding of programs of day services for disabled adults as follows: (1) Adult Community Transition (ACT) Program, $334,000; (2) Enriched Lifestyles for Adults (ELA) Program, $333,000; (3) Next Generation Program, $333,000. Effective July 1, 2007.
Creates the Power Trading Access Act. Contains only a short title provision.
Creates the Community Services Impact Note Act. Requires that an estimate of the fiscal impact upon the provision of community services to persons with developmental disabilities or mental illness be submitted by the sponsor of a bill in the General Assembly that (i) affects the provision of such services or (ii) amends one of several specified Acts. Provides for the preparation of the note by the Department of Human Services, the preparation of a note at the request of a legislator other than the sponsor, and the adjustment of a note in relation to amendment of the bill. Effective immediately.
