Amends the Counties Code. Allows the county board to impose an additional fee of $10 to $30 on convictions and grants of supervision for felonies, misdemeanors, petty offenses, and business offenses, to be used to support Court Appointed Special Advocate services. Effective immediately.
Amends the Environmental Barriers Act. Provides that the accessibility standards that the Capital Development Board shall adopt and publish shall, to the greatest extent possible, incorporate by reference or be in concert with the 2010 ADA Standards for Accessible Design. Effective January 1, 2014.
Amends the Children with Disabilities Article of the School Code. Replaces provisions that specify when special education services shall be provided or the child must be placed in the appropriate program with provisions that require that special education and related services be provided in accordance with the student's IEP no later than 10 days after notice is provided to the parents pursuant to specified provisions of the Code of Federal Regulations and implementing rules adopted by the State Board of Education. Effective immediately.
Amends the Counties Code. Provides that for every new wireless telecommunications facility in Lake County requiring a new tower structure, a telecommunications carrier shall provide the county with documentation consisting of the proposed location, a site plan, and an elevation that sufficiently describes a proposed wireless facility location. Sets forth procedures concerning the review of the proposal, meetings to propose alternative site locations, and the selection of any alternative locations. Sets forth exceptions to the approval process. Effective immediately.
Creates the Illinois Mental Health First Aid Training Act. Provides that the Department of Human Services shall establish and administer the Illinois Mental Health First Aid training program so that certified trainers can provide Illinois residents, professionals, and members of the public with training on how to identify and assist someone who is believed to be developing or has developed a mental health disorder or an alcohol or substance abuse disorder or who is believed to be experiencing a mental health or substance abuse crisis. Provides that subject to appropriations made to, or with the use of appropriations directed by, the Department of Human Services and other State agencies, the Department and other State agencies shall support training grants for Illinois Mental Health First Aid training. Provides that these training grants may support hardship subsidies for Illinois Mental Health First Aid training fees. Provides that the Illinois Mental Health First Aid training program shall be designed to train individuals to accomplish certain objectives including (i) building mental health, alcohol abuse, and substance abuse literacy designed to help the public identify, understand, and respond to the signs of mental illness, alcohol abuse, and substance abuse and (ii) knowing how to prevent a mental health disorder or an alcohol or substance abuse disorder from deteriorating into a more serious condition which may lead to more costly interventions and treatments. Contains provisions concerning the distribution of training grants and other matters. Effective immediately.
Amends the Counties Code. In provisions concerning the expedited removal of certain buildings that are a continuing hazard to the community in which they are located, deletes the requirement that the building be residential and 2 stories or less in height. Effective immediately.
Amends the Temporary Assistance for Needy Families Article of the Illinois Public Aid Code. In a provision concerning eligibility for benefits under the Temporary Assistance for Needy Families program, provides that the Department of Human Services shall disregard the value of all assets held by the family. Effective immediately.
Amends the Illinois Insurance Code. Provides that subject to the restrictions provided in the Article concerning life and health insurers, an insurer may invest in bonds, notes, warrants, and other securities not in default that are the direct obligations of the government of any foreign country that is a member of the Organisation for Economic Co-operation and Development (OECD) and for which the full faith and credit of such government has been pledged for the payment of principal and interest, provided that (i) the debt of the issuing country has been rated as investment grade for at least 10 years immediately before the time of acquiring the obligations by at least 2 of the major ratings agencies, including Moody's Investors Service, Standard & Poor's Rating Services, Fitch Rating, and the Securities Valuation Office of the National Association of Insurance Commissioners and (ii) the issuing country has not defaulted and has met its payment obligations in a timely manner on all similar obligations for a period of at least 30 years immediately before the time of acquiring the obligations.
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning the short title.
Creates the Illinois Employment First Act. Provides that: it is the policy of this State that competitive and integrated employment shall be considered the first option when serving persons with disabilities of working age; the policy applies to programs and services that provide services and supports to help persons with disabilities obtain employment; State agencies shall follow the policy and ensure that it is effectively implemented in their programs and services; and nothing in the provisions setting forth the policy shall be construed to require any employer to give preference to hiring persons with disabilities. Requires State agencies to: coordinate efforts and collaborate to ensure that State programs, policies, procedures, and funding support competitive and integrated employment of persons with disabilities; and, whenever feasible, share data and information across systems in order to track progress toward full implementation of the Act. Authorizes State agencies to adopt rules to implement the Act. Provides that: the Employment and Economic Opportunity for Persons with Disabilities Task Force shall establish measurable goals and objectives for the State to ensure implementation of the Act and monitor the measured progress toward its implementation; State agencies shall fully cooperate with the Task Force and provide data and information to assist the Task Force; and the Task Force shall include in its annual report a progress report on the implementation of the Act and any recommendations with respect to its implementation. Effective immediately.
