Directs the Auditor General to conduct a program audit of the Illinois Department of Commerce and Economic Opportunity to examine the operations and management of the Department as it relates to the administration of the EDGE (Economic Development for a Growing Economy) tax credit program.

Amends the Liquor Control Act of 1934. In a provision that prohibits a parent or guardian from knowingly permitting his or her residence or certain other property to be used by an invitee under the age of 21 who is in possession of or consuming alcoholic liquor, provides that it is not a violation of that prohibition if (1) that person requests assistance from the police department or other law enforcement agency to either (i) remove any person who refuses to abide by the person's performance of the duties imposed by that prohibition or (ii) terminate the activity because the person has been unable to prevent a person under the age of 21 years from consuming alcohol despite having taken all reasonable steps to do so and (2) this assistance is requested before any other person makes a formal complaint to the police department or other law enforcement agency about the activity. Effective immediately.
Amends the Illinois Drainage Code. Provides that certain provisions concerning elections of commissioners only apply before the effective date of the amendatory Act and repeals the provisions after 5 years. Provides that on and after the effective date of the amendatory Act, commissioners for all districts which are operating under the Act shall be nominated and elected for terms of 4 years at the next consolidated election as Elected Officers of special districts under the Election Code by the voters of the district unless the electors have elected to change from the election to the appointment of commissioners. Requires that commissioners elected under the provisions shall, within 20 days after their election, qualify by subscribing to an oath of office and giving bond. Provides that commissioners elected prior to the effective date of the amendatory Act shall serve the remainder of their terms and that districts may have up to 6 commissioners serve until the terms of the commissioners elected prior to the effective date of the amendatory Act expire. Provides that previously elected commissioners may resign their current position, effective after the next consolidated election, and choose to be nominated and elected under the provisions of the Election Code. Makes conforming changes. Effective immediately.
Amends the State Officials and Employees Ethics Act. Provides that the Inspector General may require an ethics officer to provide relevant information as may be necessary to make an informed determination concerning whether to allow a former State employee to accept employment from a new employer in which he or she may have personally and substantially participated in decisions that benefited the new employer. Specifies requirements for written restricted determinations. Requires ethics officers to, among other requirements, successfully complete a training curriculum to be developed by the Executive Ethics Commission and thereafter successfully complete an annual training program. Provides that after an Executive Inspector General issues a summary report of an investigation, the ultimate jurisdictional authority or agency head may disclose Office of Executive Inspector General investigatory files and reports to agency staff who are necessary and responsible for determining and imposing discipline, and to an employee accused of wrongdoing for the purpose of determining and imposing appropriate discipline. Provides that the head and employees of a State agency affected by or involved in an investigation shall keep confidential and shall not disclose information exempted from disclosure under the Freedom of Information Act or by the State Officials and Employees Ethics Act. Provides additional exceptions under which investigatory files, reports, and requests for documents may be disclosed. Amends the Illinois Procurement Code to modify a Section concerning revolving door prohibitions. Makes conforming changes. Contains a severability clause. Effective immediately.
Amends the Property Tax Code. Eliminates the award of additional compensation based on performance to assessors in counties with less than 3,000,000 but more than 50,000 inhabitants. Applies to township assessors, multi-township assessors, and supervisors of assessments. Effective July 1, 2017.
Amends the Women's Business Ownership Act of 2015. Makes a technical change in a Section concerning the short title.
Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning adjustments to base income by the Director of Revenue.
Amends the Child Care Act of 1969. Provides that the definition of "Department" means the Illinois Department of Human Services (instead of the Illinois Department of Children and Family Services) for day care centers, part day child care facilities, day care homes, group day care homes, and day care agencies. Effective July 15, 2015.
Amends the Criminal Code of 2012. Increases from a Class A misdemeanor to a Class 4 felony soliciting of a sexual act from a person who is a resident of a Department of Children and Family Services licensed child care facility regardless of the age or intellectual disability of the resident. Provides for enhanced felony penalties for committing promoting prostitution, promoting juvenile prostitution, or patronizing a minor engaged in prostitution within 1,000 feet of a Department of Children and Family Services licensed child care institution or group home. Effective immediately.
