Amends the Riverboat Gambling Act. Provides that after all other payments are made out of the State Gaming Fund, an amount equal to 3% of the adjusted gross receipts deposited into the State Gaming Fund shall be transferred monthly into the Special Recreation Services Fund. The General Assembly shall annually appropriate the moneys in the Special Recreation Services Fund to the Department of Revenue for grants to special recreation associations, which are associations formed as a result of a joint agreement entered into between 2 or more park districts or municipalities to provide recreational programs for the handicapped. Provides that on or before each August 1, beginning in 2004, the Department of Revenue shall make grants to eligible special recreation associations in 2 rounds. In each round, the grant shall be distributed proportionately according to population, but a special recreation association shall not receive more than 10% of the grant moneys available for a fiscal year. Any moneys remaining undistributed after the second round shall be transferred to the General Revenue Fund. Amends the State Finance Act to create the Special Recreation Services Fund. Effective immediately.

Amends the School Code. Notwithstanding any other law, requires the Department of Revenue to deposit 25% of all tax receipts each month that would otherwise be deposited into the General Revenue Fund directly into the Common School Fund.
Amends the Environmental Protection Act. Reduces the amounts various fees to be collected by the Environmental Protection Agency. Sets forth new procedures for the collection of NPDES fees and requires that all moneys collected from the fees be deposited into the Illinois Clean Water Fund. Repeals Sections concerning air pollution operating permit fees and fees for water quality certification. Amends the State Finance Act to create the Illinois Clean Water Fund. Effective immediately.
Amends the Department of Commerce and Community Affairs Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the Department's powers and duties.
Amends the Environmental Protection Act. Removes provisions allowing the Environmental Protection Agency to assess and collect NPDES discharge fees. Effective immediately.
Amends the Office of Banks and Real Estate Act. Requires the Commissioner of Banks and Real Estate to work in cooperation with the Director of Aging to ensure that all financial institutions regulated by the Office of Banks and Real Estate participate fully in the Department on Aging's financial exploitation of the elderly intervention program. Effective immediately.
Amends the Illinois Vehicle Code and the Unified Code of Corrections. Provides that a person may not be placed on court supervision for committing, while in a construction or maintenance zone, any offense against a traffic regulation governing the movement of vehicles.
Creates the Automated Traffic Control Systems in Highway Construction or Maintenance Zones Act. Provides that the Department of State Police may establish an automated traffic control system for obtaining a photograph or other recorded image of any vehicle violating a traffic law in a construction or maintenance zone established by the Department of Transportation or the Illinois State Toll Highway Authority. Establishes procedures for enforcing penalties on the basis of violations recorded by an automated traffic control system. Provides that the Department of State Police must conduct a public information campaign with regard to the use of these systems before the systems may be used. Provides that the Department of State Police shall adopt rules for conducting the public information campaign.
Amends the Senior Pharmaceutical Assistance Act. Provides that if a prescription drug benefit is added to the federal Medicare program, State-operated senior prescription drug programs shall be realigned to ensure that Illinois residents qualify for at least the same level of benefits available to them prior to implementation of the Medicare prescription drug benefit. Requires a Senior Pharmaceutical Assistance Review Committee report on the matter within 60 days after the Medicare prescription drug benefit becomes law. Effective immediately.
Amends the Illinois Vehicle Code. Makes technical changes in a Section concerning railroad safety.
