Amends the State Prompt Payment Act and the Court of Claims Act. Provides that, in directing payment of a claim pursuant to the Line of Duty Compensation Act, the Court of Claims must direct the Comptroller to add an interest penalty if payment of a claim is not made within 6 months after a claim is filed and all information has been submitted as required under the Line of Duty Compensation Act. Provides that, if payment is not issued within the 6-month period, an interest penalty of 1% of the amount of the award shall be added for each month or fraction thereof after the end of the 6-month period, until final payment is made. Provides that the interest penalty shall be added regardless of whether the payment is not issued within the 6-month period because of the appropriation process, the consideration of the matter by the Court, or any other reason. Makes other changes conforming the Court of Claims Act to the Line of Duty Compensation Act. Effective immediately.

Amends the Criminal Code of 1961. Provides that the penalty for the offense of unlawful purchase of a firearm is a Class 2 felony (rather than a Class 4 felony) for the purchase or attempted purchase of one firearm, a Class 1 felony (rather than a Class 3 felony) for the purchase or attempted purchase of 2 to 5 firearms at the same time or within a one year period, and a Class X felony with a term of imprisonment of not less than 9 years and not more than 40 years for the purchase or attempted purchase of 6 or more firearms at the same time or within a 2 year period. Amends the Unified Code of Corrections. Provides that a person convicted of the offense of unlawful purchase of a firearm shall not receive a period of probation, a term of periodic imprisonment, or conditional discharge.
Amends the Code of Criminal Procedure of 1963. Provides that if a defendant is accused of child pornography or aggravated child pornography or the defendant is accused of first degree murder or second degree murder when the commission of the offense involves sexual penetration or sexual conduct, evidence of the defendant's commission of another such offense or evidence to rebut that proof or an inference from that proof, may be admissible (if that evidence is otherwise admissible under the rules of evidence) and may be considered for its bearing on any matter to which it is relevant. Provides that (1) testimony by the victim of an out of court statement made by the victim that he or she complained of such act to another; and (2) testimony of an out of court statement made by the victim describing any complaint of such act or matter or detail pertaining to any act which is an element of an offense which is the subject of a prosecution for a sexual or physical act against that victim are admissible as exceptions to the hearsay rule in prosecutions for any sex offense as defined in the Sex Offender Registration Act.
Creates the Commission on the Eradication of Poverty Act. Provides for appointments and terms of members. Provides for funding through the Department of Human Rights. Requires meetings and reports. Effective immediately.
Disapproves the 2008 report of the Compensation Review Board.
Amends the Criminal Code of 1961. Increases the penalties for the offense of financial exploitation of an elderly person or a person with a disability by one class.
Creates the Commission on Children and Youth Act. Provides for appointments, goals, recommendations, and reports. Provides that the Act is repealed on January 1, 2012. Effective immediately.
Amends the Illinois Vehicle Code. Provides that a person who commits the offense of driving under the influence during a period in which his or her driving privileges are revoked or suspended, where the revocation or suspension was for driving under the influence or a similar provision of the law of another jurisdiction is guilty of a Class 4 felony. Effective immediately.
Amends the Illinois Health Care Facilities Planning Act. Exempts construction and renovation of certain long-term care "campus facilities" from the Act's application. Effective immediately.
Resolves that on each Memorial Day we rededicate efforts to ensure that all veterans and their families living in the State of Illinois have access to excellent palliative and hospice care that meets their special needs, honors them, and thanks them for their service to our country.
