HISTORIC REHAB TAX CREDIT

Creates the Historic Rehabilitation Tax Credit Act. Authorizes tax credits against Illinois income taxes and insurance company privilege taxes for 25% of the costs of rehabilitating eligible historic property. Allows excess credits to be carried back and forward. Allows credits to be transferred, sold, or assigned. Administered by the Department of Commerce and Economic Opportunity. Sets forth application and award procedures. Effective July 1, 2009.

INC TAX-MENTOR DEDUCTION

Amends the Illinois Income Tax Act. Creates a deduction for individual taxpayers in an amount equal to the number of hours spent by the taxpayer during the taxable year as a volunteer in a public school in the State that receives funding under Title I of the federal Elementary and Secondary Education Act of 1965, multiplied by the federal minimum wage. Provides that the deduction may not exceed $250 per year. Exempts the deduction from the Act's automatic sunset provision. Effective immediately.

PUB HLTH-LEAD-HZRD HOUSING REG

Amends the Lead Poisoning Prevention Act. Provides that the Department of Public Health shall create, maintain, and make available to the public a Hazardous Housing Registry that will provide information regarding all properties within the State for which a mitigation notice has been issued. Sets forth methods by which properties shall be listed on the registry. Sets forth the specific requirements for information that shall be made available for properties included on the registry. Provides that properties shall be removed from the Registry within 3 business days after the Department or delegate agency issues a certificate of compliance. Provides that the Department shall make the Registry available on its website within 90 days after the effective date of the Act. Provides that the Lead-Safe Housing Advisory Council shall develop a distribution plan for the Registry and that the Department shall implement the distribution plan before January 1, 2010. Effective immediately.

MUSIC PYROTECHNIC TASK FORCE

Amends the Pyrotechnic Distributor and Operator Licensing Act. Increases the total number of members for the Music Entertainment Pyrotechnics Task Force to 9 members (now, 5 members). Provides that the President of the Senate and the Minority Leader of the Senate shall each appoint 2 members to the Task Force. Effective immediately.

MOTOR VEHICLE REPOSSESSION ACT

Creates the Motor Vehicle Repossession Act. Provides that a person who repossesses a motor vehicle must, before repossessing the motor vehicle, provide a law enforcement agency with the identity of the repossession agent, a description of the motor vehicle, the name and address of the person believed to be in possession of the motor vehicle, and the address where the motor vehicle repossession agent believes that the motor vehicle will be found. Provides that a violation is a petty offense for which a fine not to exceed $500 may be imposed.

IFA-DISTRESSED PROVIDERS

Amends the Illinois Finance Authority Act and the State Finance Act. Provides that the Illinois Finance Authority must establish a financially distressed provider revolving loan program. Provides that the Authority may issue bonds in an aggregate principal amount not to exceed $300,000,000 for the purpose of providing short-term, no-interest loans to qualified health care and human services providers. Provides that certain amounts shall be transferred from cigarette tax receipts into the Financially Distressed Provider Debt Service Fund, and amends the State Finance Act to create the Financially Distressed Provider Debt Service Fund. Amends the Cigarette Tax Act to make conforming changes. Amends the State Comptroller Act to provide that delinquent loan amounts may be offset from warrants. Effective immediately.

$DCFS RESID CONSTRUCTION GRANT

Appropriates $50,000,000, from the Build Illinois Bond Fund to the Department of Children and Family Services for residential services construction grants to DCFS residential services providers for construction or renovation of residential services sites and for supporting capital rate enhancements for residential services sites' capital projects. Effective July 1, 2010.
