Appropriates $2 from the General Revenue Fund to the Legislative Ethics Commission for its FY 12 ordinary and contingent expenses. Effective July 1, 2011.
Makes appropriations for the ordinary and contingent expenses of the Illinois Community College Board for the fiscal year beginning July 1, 2011, as follows: General Funds $358,421,900; Other State Funds $56,567,100; Federal Funds $0; Total $414,989,000.
Amends the Code of Civil Procedure. Provides that a copy of the notice of foreclosure of residential real estate shall be sent to the municipality or county in which the property is located by first class mail (instead of sent pursuant to the Code of Civil Procedure). Provides that the mortgagee, judgment creditor, or other lien holder shall furnish the confirmation order to the last-known insurer of a residential building in writing by first-class mail after the mortgagee, judgment creditor, or lien holder becomes the mortgagee-in-possession. Provides that the failure to send or receive a copy of the order does not affect the rights of the mortgagee or purchaser or affect the foreclosure proceedings. Makes other changes. Effective immediately.
Appropriates $2 from the General Revenue Fund to the Drycleaner Environmental Response Trust Fund Council for its FY12 ordinary and contingent expenses. Effective July 1, 2011.
Makes appropriations for the ordinary and contingent expenses of the Board of Trustees of Eastern Illinois University for the fiscal year beginning July 1, 2012, as follows: General Funds $46,919,200; Other State Funds $10,000; Total $46,929,200.
Amends the Criminal Code of 1961 relating to the unlawful use of weapons. Prohibits the sale, manufacture, purchase, possession, or carrying of 50 caliber rifles. Provides that a violation is a Class 2 felony, unless the weapon is possessed in the passenger compartment of the a motor vehicle or upon the person, while loaded, in which case a violation is a Class X felony. Exempts: (1) peace officers while in performance of their official duties; (2) wardens, superintendents, and keepers of prisons, penitentiaries, jails, and other institutions for the detention of persons accused or convicted of an offense; (3) members of the Armed Services or Reserve Forces of the United States or the Illinois National Guard, while in the performance of their official duty; and (4) persons licensed under federal law to manufacture those weapons. Provides that the provision prohibiting the sale, manufacture, purchase, possession, or carrying of 50 caliber rifles does not apply to a person that possesses a 50 caliber rifle before the effective date of the amendatory Act. Provides that such person shall only be allowed to transfer a 50 caliber rifle to a dealer licensed as a federal firearms dealer on or after the effective date of the amendatory Act.
Amends the Illinois Unemployment Insurance Trust Fund Financing Act. Makes a technical change in a Section concerning the short title.
Appropriates $2 from the General Revenue Fund to the Illinois Student Assistance Commission for its FY12 ordinary and contingent expenses. Effective July 1, 2011.
Amends the Business Location Efficiency Incentive Act. Provides that the Act is repealed on December 31, 2016 (instead of December 31, 2011). Effective immediately.
