DISABILITIES ADV COMMITTEE

Creates the Illinois Disabilities Services Advisory Committee Act. Provides that the committee shall be composed of at least 20 members appointed by the Governor. Provides that the committee shall (i) serve in an advisory capacity to State agencies charged with implementation of the Disabilities Services Plan, (ii) provide ongoing oversight of progress to the Governor and the General Assembly and periodic reports to relevant State agencies, (iii) work in collaboration with State agencies to develop and facilitate a model of individual choice, (iv) identify opportunities for change through technology, (v) assist in analyzing the impact on service delivery of private sector and market forces and changing demographics, and (vi) examine ways to have funding for services follow the consumer's choice for services. Effective immediately.

STATE FINANCE-DHS-FEDRAL FUNDS

Amends the Mental Health and Developmental Disabilities Administrative Act. Creates the Community Developmental Disability Services Medicaid Trust Fund consisting of funds paid to the State by the federal government under Title XIX or Title XXI of the Social Security Act for services delivered by community developmental disability services providers. Provides that the Department of Human Services shall reimburse community developmental disability services providers out of the Fund for Medicaid-reimbursed developmental disability services provided to eligible individuals. Repeals the Community Mental Health and Developmental Disabilities Services Provider Participation Fee Trust Fund.

TRUTH IN PUMPING ACT

Creates the Truth in Pumping Act. Provides that, within 3 months after the effective date of the Act, each retailer of motor fuel shall post a notice in a prominently visible place on each retail dispensing device that is used to dispense motor fuel in Illinois itemizing each federal, State, and local tax imposed on motor fuel at that location. Provides that, for taxes that are imposed on a per-gallon basis, the notice shall state how many cents per gallon are imposed in taxes, broken down by each tax imposed, and that, for taxes that are imposed on gross receipts, the notice shall state how many cents per dollar are imposed in taxes, broken down by each tax imposed. Provides that, in addition, the notice shall give an estimate of the total cost in federal, State, and local taxes for the purchase of 5, 10, and 15 gallons of motor fuel at that location. Preempts home rule. Effective immediately.

PARK DIST CD-BACKGROUND CHECK

Amends the Park District Code. Regarding criminal history background investigations of prospective park district job applicants, provides that these investigations are not required for minors under the age of 17 or previously investigated employees rehired within 18 months. Makes other changes. Effective immediately.

NURSING HOME STAFFING

Amends the Nursing Home Care Act. Provides for minimum staffing standards for any dedicated unit within a nursing facility that provides treatment and care to residents with Alzheimer’s Disease or dementia.

EPA-FEES

Amends the Environmental Protection Act. Reduces the amounts various fees to be collected by the Environmental Protection Agency. Sets forth new procedures for the collection of NPDES fees and requires that all moneys collected from the fees be deposited into the Illinois Clean Water Fund. Repeals Sections concerning air pollution operating permit fees and fees for water quality certification. Amends the State Finance Act to create the Illinois Clean Water Fund. Effective immediately.

Designates Interstate 74 from its intersection with Interstate 57 at Champaign to its intersection with US Route 51 near Bloomington as the Stanley B. Weaver Memorial Highway.
