Amends the Property Tax Code. In a Section concerning the Senior Citizens Homestead Exemption, provides that in all counties (now, in counties with less than 3,000,000 inhabitants), the county board may by resolution provide that if a person has been granted a senior citizens homestead exemption, the person qualifying need not reapply for the exemption. Effective immediately.

Proposes to amend the Legislature Article of the Illinois Constitution. Limits a person's total service in the office of Speaker of the House of Representatives, President of the Senate, Minority Leader of the House, or Minority Leader of the Senate to a total of 10 years in any one office and 14 years combined in 2 or more offices. Effective upon being declared adopted and applies to service on or after the second Wednesday in January, 2015.
Proposes to amend the Legislature, Local Government, and Revenue Articles of the Illinois Constitution. Provides that on the date of a general election through the term of the then-current General Assembly, no bill shall become law without the concurrence of at least two-thirds of the members elected to each house. Effective upon being declared adopted.
Amends the State Comptroller Act. Requires each State agency to, on the 30th day of each month, report to the Comptroller any delinquent obligations that are over 30 days received. Requires the Comptroller to, on the 15th day of the following month, report the number of delinquent obligations of State agencies in the aggregate for the previous month to the General Assembly. Defines "State agency". Effective immediately.
Amends the Illinois Procurement Code. Prohibits campaign contributions from grantees with pending or actual annual aggregate awards of State grant funds totalling more than $50,000, or from the affiliated entities and affiliated persons of such grantees, to any political committees established to promote the candidacy of (i) the executive branch constitutional officeholder responsible for awarding the grant funds or (ii) a declared candidate for that office. Specifies the duration of the prohibitions and the penalties for violations.
Amends the Illinois Income Tax Act. Reinstates the research and development credit for taxable years ending prior to January 1, 2018 (now, January 1, 2016). Increases the amount of the research and development credit from 6.5% to 8% of the qualifying expenditures for increasing research activities in this State for taxable years ending on or after December 31, 2013. Effective immediately.
Creates the Uniform Domestic Violence Police Report Act. Contains only a short title provision.
Amends the Criminal Code of 2012. Makes a technical change in a Section concerning the definition of "conviction".
Amends the Illinois Procurement Code. Requires that a preference of up to 10% of the contract amount be granted to an otherwise qualified State contract bidder that is a qualified veteran. Defines a qualified veteran as a business entity 51% or more owned by one or more veterans. Sets as a goal that each fiscal year the State award at least 3% of the value of its total contracts to qualified veterans. Requires that the Department of Central Management Services report annually to the General Assembly on the attainment of the percentage goal, based on information reported by chief procurement officers. Requires chief procurement officers to make recommendations on the percentage goal, with input from statewide veterans' service organizations and the business community. Requires the Governor to recommend to the General Assembly changes in programs to assist qualified veterans.
States the belief that the State of Illinois should not enact a tax on financial transactions.
